To me, the idea of Passive Investigation is not quite as clear in the rules as are the rules for and formalized discussion on Passive Perception. I think I am right in saying that the only place that Passive Investigation is mentioned in the 5e PHB is on pg. 168, under the Observant Feat.
Generally speaking I think investigating through something is more of an active effort, something that goes on when a player announces that he wants to investigate. So most of the time it is an active roll, and then the performance bonus for the Observant Feat would definitely be in play also.
That being said, Passive Investigation may come up if there are circumstances and situations that warrants it. With that in mind, please post an appropriate score for your character's Passive Investigation.
