Day 1 - City Center Precinct 1

It is 9 am on a Monday. You all have been asked to attend the first briefing of the Metahuman Response Task Force. It will be your duty to respond to emergency calls when Fuller Cities finest can't handle the situation. You have all had time to clear your schedules for the morning, the plan is this should only take three or four hours as you go over the new regulations and exactly what kind of authority you will be allowed to exercise. Afterward there will be a public swearing in if you are agreeable to participating. It isn't mandatory if you have chosen to maintain a secret identity.

Outside the local press has already begun to gather. They are setting up in a nearby square where a stage has been set up for the later event and they are filming spots for the morning news. Despite the special event however, it is still business as usual for the police officers and the citizens they serve. The foot traffic in and out is quite substantial. The first work day of the week seems to make for a busy day downtown as well. Inside the lobby the formerly white walls have taken on a slight yellow tint, most likely because they haven't been painted since smoking was legal in municipal buildings. You also notice a large indentation, roughly human shaped, in one of the walls. Several of the equally dingy tiles on the floor have been damaged recently. It appears someone with hooves and enhanced strength came through here recently. There seem to be several chairs missing from the lobby, one of the remaining chairs seems a little bent out of shape.

The lobby is full of citizens and police officers going about their business. The dull roar is punctuated by ringing phones and shouts as people call out to each other. The desk sergeant sees you enter and calls out to another officer, named Perkins. Officer Perkins takes you back to a large briefing room. Inside you find two long tables angled to view a pull down projection screen. A pretty fancy projector hangs from the ceiling. In the back of the room there is a large, fairly empty desk, on which sit a computer monitor and wireless keyboard and a nameplate that reads Lt. Anderson. Seated in the chair behind the desk is an attractive woman, presumably the named Lt. Anderson. She smiles at you and indicates you should come in a take a seat.

"Welcome, come in and take a seat. Once everyone has arrived, we will make introductions and get underway."

A tall, athletically built man in his early twenties slides into a chair opposite Lt. Anderson. As he pulls the hood down on the jacket he's wearing, his messy purple hair falls into place. As he settles into his chair, he casts a glance in the lieutenant's direction with a grin.

Cain will read Lt. Anderson's mind as well as communicate with her telepathically. "Good morning Ms. Anderson. You look well today."

The lieutenant's mind is primarily occupied with the upcoming press conference. The Mayor and Commissioner of Police are primarily going to be doing the talking, but it is a well known secret that if anything goes wrong, it will be her ass hung out to dry. The elected officials are taking all the limelight today, but they know how to shuck responsibility onto their subordinates, i.e. Lt. Anderson, as quickly as they could change their overpriced suits. She feels that this is going to be an uphill battle no matter what. She has her doubt that civilians will be able to handle the work, but none of the cops in the city are on the level to do what you recruits can do. When she hears your voice in her head she jumps mentally, but her outward demeanor remains cool and calm, it unnerves her to be surprised by the communication, but she realizes it is something she will have to get used to.

"Good morning Mr. Cain. Ready for your first day on the job? Should be an easy one, we want to ease you all into this. And it's Lieutenant Anderson, please." Her tone goes from pleasant to somewhat stern in those short sentences. You read that she isn't angry at you, but as a woman of rank in the police force, it is something of a sticking point. And while it is a big deal to be the head of the pilot division of Metahuman Response, it is also seen as joke job by some officers, since you aren't actually police.

"My apologies lieutenant. And don't worry. They can laugh at us all they want, but Boombox was laying siege to Uptown for nearly two hours and they couldn't even touch him. It took me 30 seconds, and it only would have taken The Warp an extra 30 to catch up and do the same. The ceremonies will go fine. You're doing some important work here."

Izaac stops looking at Lt. Anderson and scans the room full of new recruits before standing to introduce himself.

"My name is Izaac Cain. Codename: Harbinger. Either name is fine by me. It's a pleasure to meet all of you."

His introduction completed, Cain sits back down.

The Warp does not sit in a chair so muchas perch on top of one looking at his teammates and the Lieutenant. He looks around at the office as he tries to remember a former life. The last time he was in a station like this was when they were processing him for baby booking. He got to spend the night with some true bloods from the corner that night and he got beat pretty bad for speaking wrong.

"Never had much love for the police, Lieutenant."

His missing eye looks at her through the bandages and he looks at the ways the threads of fate are woven around this peace officer.

"Truth of it is, wouldn't want to be actual police anyway, even now."

The other, inky eye also looks at Anderson, seeing all there is to see about her and her office. He tries to read any details that are out of place.

"Name is The Warp and I can see that we are all connected by the strands that bind the world. "

Dave has never been in a police station before, and is acutely aware of the low-tech nature of everything here. Makes a lot of sense in terms of security. He feels out of place amongst these obviously altered metahumans, but it beats some of the humdrum tasks of his regular job. He introduces himself briefly, "Dave Evans, IT specialist, though I've got a little more special recently, I suppose. The press has started calling my Cyber. Whatever."

The Warp - The thing that sticks out at you is that Lt. Anderson Has very little connection to anything in the room. You would almost say this 'office' has been thrown together at the last minute. The thing that does 'light up' to your cosmic sense Is the connection between her and her weapon. Her standard issue 9mm carries a heavy aura. She does not read as a violent person.", but you know she has used her gun and is very skilled with it.
"Well, thank you all for making the time to be here today. As you know this is a pilot program the city is launching as a response to the potential threat To public safety from metahumans like yourselVes. The Mayor and City council are very excited to see how this will play out. There is a bit of tension building in the city. I have been placed in charge of you, in regard to your actions Assisting the police. We have several things to cover then there will be a short press conference that tHe mayor has asked you to attend, though it is not compulsory.

As you all know my name is Lt. Prue Anderson. I have served the Fuller City police department for eight years now. This is my first command posting but not my first rodeo. I made detective in record time and have received multiple awards for exemplary service in my time working for the city.

Just so we are clear, I am not your friend, I am your boss. You all are being given an extremely long leash in my opinion to handle situations as you see fit. You have shown your ability to handle situations, and stress under fire, so maybe you will earn my trust down the road, but for now I am watching you closely. The one upside to all of this is that we will not be investigating crimes. We are a threat response unit. If we are called in on a situation it likely has already gone funar and the only option left will be to end the situation as quickly as possible.

I've got a file on each of you which contains all the information we know about you. These are not meant as a threat, I'm simply informing you so you want be surprised later."


From here she launches into All the rules and regulations you will be expected to follow and she explains that you do not respond to a situation without direct orders from her. You are free to ask any other questions you may have at this point.

"At this point in time, activities with the MRTF are Semi-voluntary. You will be compensated, once the budget is approved, and you will not be at risk of losing your job because of your service. It's like the National Guad. If you are ordered to Report for an emergency, your employer cannot hold that against you. It is the goal of the Fuller City police department to recruit more individuals like yourselves, thus eliminating the need to call on The few of you we have today as often. When the call comes in, you will just have to ask yourself, what is more important...the job you are doing, or the safety of the city?"

"It should go without saying that, officially collateral damage is not acceptable, but the situation we are in is beyond anything we have ever had to deal with. No police force has ever had to deal with this level of threat. We know it is going to happen and we are prepared to deal with it. Don't get caught causing the damage and we will be just fine."

"Lethal force is a last option in all situations. We arenot going to ask you to make that call anytime soon. You aren't a hit squad., you are peace keepers." this topic clearly makes the Lt.uncomfortable.

"There is a facility under construction further north. It is a joint venture between the Canadian and United Staes Government, but it is a concern we have. The changes the whole world is dealing with are beyond president. There are bound to be issues as we go, we are all hoping for the best, but planning for the worst right now. The old comic book trope of the rotating door on the jailhouse probably applies to real life now."

Dave struggles not to sit there with his mouth wide open at all this talk of violence and massive threat. He squirms in his seat and hopes that his skills will be able to help this evidently very competent team.

For real though, what I'm wondering right now, and I don't mean to keep it on the subject of death and all, but that piece you got there, you ever use it? Have to take a life of some thug on the street in the heat of the moment? Have to squeeze the trigger and make a kid's head into a canoe? I just want to know if you the kinda pig that has a pair or if we dealng with a wet nurse."

The Warp is purposefully trying to push her buttons to see what she'll say about the gun. He is trying to see what the connection is there by getting her heated.
