That's the plan. If you decide you're going to rescue the townsfolk, then Harrigan has said he will make a new character to volunteer. If you say no, then there's no need for him to do so.

No hassle! I think we’re all happy enough to wait. It’s the best time to recruit someone anyway! Makes narrative sense!
