For the sake of ease, why don’t we say that you are in one of these. It might not be a pontoon exactly, but it looks functional enough to give some cover and have other benefits.
Cold, and not ideal, but a reasonably good haven for the time being!

We have a pontoon boat very much like the middle pic. There is no shelter other than a Bimini top to protect from the sun and nothing below but pontoons. I suggest that we have a few that we rafted up together and maybe cobbled together shelters on each one. In general, a 20-foot pontoon can carry 11 people comfortably depending on the seat configuration. Hence the nickname, Party Boat!

Lastly, I might have missed this, what's the climate like? You mentioned winter. Are we talking 6 feet of snow on average, a dusting, or something in between?

I thought it might be best to be winding up to winter! You’re starting to notice the chill now, but it’ll be a few more weeks before things really set in on you!

Always happy to provide realistic elevation in a situation like this. A billboard or a ‘Welcome to…’ sign. Maybe a watch tower for forest fires.
