Marthas is a mystical region dominated by floating land masses called islands. Each one is ruled by a single dragon, of which there is only one of each type. If the dragon ever dies a new egg is formed in their Hoard, which has several mystical properties in addition to also being a giant pile of money. Scions are their elite nobility/warriors/bureaucrats/leaders, depending on the island in question.
Every island reflects their draconic ruler in culture, terrain, and denizens. I specifically left it vague so that players could fill in the gaps if they wanted to, but here are just a few non-canon examples.
"Vichazier the Black rules her swampy island by corruption and manipulation. Several families, each one led by a Scion, kill one another for her favor. In the deepest parts of the swamp lizardfolk worship her as a goddess and regularly test the families to prove their faith."
"Bovrennor of the Battle waits patiently in his Hoard, long since converted into an arena. His island is almost entirely supported by the dozens of mercenary companies that operate out of them. Once every year a tournament is held and welcomes Scions from all across Marthas to win the honor of fighting Bovrennor, along with a massive prize from his own Hoard regardless of the outcome."
Religion is primarily about the draconic deities, though a few others have spread from immigrants. Bahamut, Tiamat, and Io are easily the most popular of deities to worship, though those with psionic powers almost all pay homage to Sardior and Tamara's clergy have outposts on most islands, offering healing for an affordable fee.
Information about the outside world is sparse at best and just plain wrong at worse. The only real facts concern the Generos Empire, which has been watched by the few spies placed there for a long time. Highly expansionist, they've managed to conquer half the world in just a century, though rebellions are common. They seem to possess a higher level of technology which is what has allowed them this far.

So we build these characters as normal, but add the templates? Point buy is ok? I don't like trusting my abilities to dice but if that's the rules...
Yes you add the template after making your character.
The standard set of ability scores is 15, 14, 12, 10, and 8.

1. How do these psi point numbers work? As a Mystic do I basically
ignore those numbers and instead follow the Mystic progression table? Or are these racial psi points
in addition to the normal progression?

For the Emerald focusing on two Disciplines at once I interpret that as the two bonus Disciplines (Precognition & Iron Durability) but what happens if I want to focus on one of my other Disciplines? Do I lose focus on one of the bonus ones, or both? Can I, for example, maintain focus on Precognition while I shift focus from Iron Durability to Intellect Fortress?
You can add those Psi points to your total amount. It's a pretty hefty part of the template.
You could maintain one of your bonus Disciplines and another of your regular Mystic disciplines at the same time.
