Agartha
Population: 33,000 (90% human, 9% Demihuman, 1% Other)

Government: Plutocracy(Anarcho-Capiltalism) Consortium of Merchant Princes, ruled by a High Prince. Currently 12 Merchant Princes rule the city, as well as command its military forces.

Defense: 2000 guards in service to the Consortium, 400 Dragon Knights sworn to serve the High Prince, 150 ships (50 in harbor, 100 patrolling trade routes)

Commerce: All basic items as well as many rare and illegal goods.

Organizations:
Oroboros. Enclave of secretive spellcasters who harvest life force to distill into Residuum.
The Blackwheel Co. Fighters guild who serve all sides and abhor morality.
Lifters Inc. Labor union of human and demihuman workers.
The Merchant Fleet. Courageous traders who brave pirates and the elements for profitable trade.
Temple of Bahamut. The old, traditional, orthodox religion of the Agartha.
Temple of Garl Glittergold. The new, liberal, heterodox religion of Agartha.
CidCo. Innovative manufacturing syndicate of gnomish families.

Agartha is a wealthy city-state along the border of the country of Montebanc. It is ruled by the Consortium, a group of twelve highly influential Merchant Princes. The number of Princes fluctuates over time, but over the past century it has hovered around 12 such men (and occasionally, women)
The Consortium selects one among their number as High Prince, who assumes the role of chief of state, but this position is highly precarious, as a new High Prince can be selected at any time (preventing the need for frequent assassination plots which have plagued the wealthy city-states history.)
Demihumans are secondary citizens, but occasionally have been known to rise to the station of Merchant Prince within the Consortium. No demihuman prince has ever been elevated to the position of High Prince.
Agartha's ideal placement along a highly trafficked coastline has made it an organically shifting, regional trade nexus. It's primary Imports and Exports change with the season and from year to year, as well as with the City-state’s mercurial political allegiance. Currently reigning High Prince Rhaegar has well known ties to the Archmagi Grigory's government.
The Blackwheel Co. is owned by Prince Dorian. By far the most well-known of Agartha's corporations, the Blackwheel Co also has the most clients. It is, at its core, a Fighter's Guild, hiring out muscle to protect fragile trade routes through dangerous territory, as well as religious pilgrims, and noble houses.
Oroboros is a corporation of spellcasters whose chief executive is Princess Desiree. Oroboros synthesizes Residuum, one of the perennial exports of the City of Agartha. Residuum is a stable, non-volatile form of Quintessence that is refined through ancient alchemical extractions.

The world at large:

The world as you know it is full of strife. The dialectic between the rulers and the ruled and its hegemonic nature across the globe provides a grim darkness in every corner you glance. The rulers despotic and the ruled unnerved and disheartened or at the worst sycophantic, communities around the globe repeat the sins of the past. They are barbaric in their grasp of the past and the concepts of basic humanism.

In the land from where you hail, Mountebanc, was until recently under the rule of Archmagi Martin. After he was deposed, many corrupt knights of the Gulden Drakk and a few of those from other orders now run a de facto government while Martin rots in the Council’s dungeon. Montebanc itself seems little different under the Knights. There are reports that crow riders have been seen in Montebanc borderlands.

At the council, a man named Han Jus, a wizard monk, spoke out against the luxuries of all three archmagi. He represented a small collective of progressive minded magi from the foothills of Redhyde Mountains. He had even secured protection from the king of the Maiden’s Prophecy, King Cyrepolin, the last child of Avipolis, a power recognized by the archmagi. He had an expectation of free passage and fair discourse. He was summarily burned at the stake.

The Onarf are a family of clerics that stand in direct opposition to Grigori in general and the Council of the Magi specifically. They control a swath of the South and come from frozen lands known as the Aibaran Desert. Life is harder there than among the peasants of Montebanc or in the mines of Barovia where at least the opportunity for above ground farming presents itself in the warmer climes. The Onarf consolidated their rule about 50 years ago before which they went by their clerical titles of Mami and after which they assumed the regency and now go by monarchical titles, the lowest family members sharing His Excellency with the highest public officials. The present King Ludbais is a fool and and the religious council of Aibara has appointed his brother as the head of state to right the proverbial ship. The Crown Prince Lasiaf Onarf is an amicable man but fierce. He works to undo the damage done by his brother before him, a man who squandered away the wealth of the kingdom by building lavish palaces. Any alliance made with the Onarf between mages and clerics will surely be through the progressive Prince Lasiaf

Lastly, a thorn in Grigori’s side is the Sorcerer’s Circle. Where the Council of the Magi is autocratic and bureaucratic, the Circle is democratic and adhocratic. While there are no leaders per se, there are powerful sorcerers that operate within the Circle that may be convinced to act together against Grigori but for now, they make no waves of their own beyond being guilty of harnessing magic improperly as thought of by the council. The Circle gathers its members once a year but the location is always secret to avoid unwanted guests. Not that the Circle could not handle them, they just prefer to be anonymous in their interactions with the world.
