La Longue Griffe de la Loi/The Long Claw of the Law.

A group of werewolf thugs from the next neighbourhood are unusually aggressive and going at night beating up people for no apparent reason. (Passion:Revenge) [Justice]
The Wolves do have a reason, they’re looking for some form of justice/revenge. Someone or some group wrongs them (killed a pack member? stole something? something was thrashed? [well, since they're only beating people up, I guess murder is out the window and something more minor like theft or vandalism would fit the bill...]) and they’re looking for the culprits in trademark Wolf fashion…

Rumor has it this region’s king of the fae (make a king on top of both queens? Perhaps still in Arcadia?) has an unruly brother that has suddenly reappeared on the scene and he might have a claim to the seat of power… (Power Play: Coup) [Justice] Eye of the Storm
The brother feels he was unjustly banished/imprisoned and is back to claim what he feels is justly his: the sisters’ throne.

Rumor has it that some local detectives have teamed up with some higher ups in law enforcement to try and uncover and stamp out magical beings. (Territory: Quagmire) [Justice]
The law enforcement feels that even supernatural should not be above the law and have teamed up with a group of special detectives who specialize in dealing with the supernatural to bring what they perceive as criminals to some sort of justice…

Edit: Adding: Rumor has it that the rumored dragon of Chinatown is recently resurfacing and searching for someone/something. (Ritual: Destruction) [Justice]
After decades of hiding on another plane, the dragon thinks he has finally found a way to strike back at the Ordo Draconis and wipe them off from a large part of the province of Québec (or at the very least from the island of Montréal). For this he intent to enact a powerful ritual with the ley lines which are in Chinatown.

Threath: Return of the Wayward Son The Eye of the Storm

Type: Power Play

Impulse: Coup

Cast: Vincent, troublesome elder brother to Camellia and Ingrid, banished to Arcadia but managed to escape, now seeks the crown for himself. Camelia, Montreal Queen of Summer. Ingrid, Montreal Queen of Winter. Vincent's Jacks Mistigris agents, Chrétien, a charmed Dragon, the Ordo Draconis (see last post below...)

Description: Vincent has long been banished to the dark, twisted parts of Arcadia by his sisters for troubles he caused ages ago. He recently (a relative term given the long lives of faes) managed to break free of his prison and came to the mortal world with a retinue of Jacks Mistigris and a charmed dragon thanks to one of his nymphs allies in order to claim what he feels his rightly his: the Fae Crown of Montreal. He has enacted several smaller plans in order to ensure his main plan goes on without a hitch (hey, he is a troublesome one after all...), such as trashing the Wolves' motorcycle and framing Fabien Béliveau in order to sow chaos in the city and joining the Ordo Draconis in manipulating sergeant Maurice Gauthier in the SPVM to arrest "magical beings" as a way to remove potential opponents and rivals.

Countdown Clock
[/] 3:00: Vincent sends his Jacks Mistigris to spy on the courts of his sisters and gain information on how much things have change, with both faes, mundanes, and other supernaturals since his banishment. His agents are also gathering dirt on various members of the fae courts.
[/] 6:00: Vincent arrives at the fae court under disguise and a carefully constructed alias (Florence). He starts making alliances based off the information he gathered from his spies and agents.
[ ] 9:00: Vincent sends his Jacks Mistigris to cause trouble in the city, making sure to leave evidence framing various prominent members of both fae courts.
[ ] 10:00: The framed members are exiled from their respective courts. Vincent decides to send assassins to kill his sisters, making sure to plant evidences the assassination was called by the other sister, and this, whether the assassination attempts succeed or fail.
[ ] 11:00: One of the sister is eventually killed and the other one is blamed for it. The surviving sister claim this is all a ploy arranged by someone in the other court and sends spies and agents in the other court to find the culprit. The Fae courts are in chaos. Vincent's allies go to work to make sure his plan comes to fruitition...
[ ] 12:00: The other sister ends up being judged for the crime and gets banished to Arcadia. Vincent takes the crown, merges both courts, and forever changes the politics of the Fae in Montreal.

Threat: A Bark Worse Than Its Bite

Impulse: Revenge

Cast: Fabien Béliveau, Vamp drug-baron of Montréal. Fabien's various sellers, drug-dealers, mundanes or Vamps. Michel "Mike the Machette" Bouchard, alpha Wolf leader of the Fourrures Grises pack. Several packs of ornery Wolf bikers.

Description: Various Wolf Packs are on the warpath right now as they're trying to figure out who trashed their motorcycles. They are not too discriminative about who they beat up for information (in typical Wolf fashion), but so far all evidences seem to point towards some Vamp. Unbeknown to them, this is all a ploy by Vincent to sow chaos in the city in order to distract from his main plan...

[/] 3:00: The Wolves go out, beating people up at seemingly random, trying to get information as tho who trashed their motorcycles.
[/] 6:00: The beatings gets worse, more numerous, and more spread out throughout the island of Montreal.
[/] 9:00: With more and more of the evidence seeming to point towards Fabien Béliveau, the Wolves are starting to target his sellers. The island is heading towards a gang war...
[/] 10:00: Fabien retaliates by sending a few Wolves to the hospital. This further enrages the Wolves and convince them of Fabien's guilt.
[ ] 11:00: Both camps are at war, with bikers against drug-dealers. Since none of the sides are backing down, the violence escalates, and soon bodies starts popping up.
[ ] 12:00: Fabien and Michel come to a head, only one will survive. Depending on who it is, the underworld of Montreal will forever be changed.

Beat Down: When entering in an area the wolves are known to be, roll with Mind. On a 10+, the Wolves don't feel like you know anything and leave you alone. On a 7-9, the Wolves think you know something, but will start by asking questions... you can do this the easy way or the hard way... On a miss, the Wolves feel you know something and that a good beating will untie your tongue... they will strike when you are alone and vulnerable.

Some Mean Sunvabitches: Fabien and Michel haven't gotten to where they are by being nice people. When you Unleash on Fabien or Michel, roll with the lower of your Mind or Spirit.

Threat: Put Your Wand Where I Can See It!

Type: Territory

Impulse: Quagmire

Cast: Sergeant Maurice Gauthier, an ambitious agent in the SPVM with a grudge who is being manipulated by Vincent. Alex Gagné, a rather troublesome Magician who's being evading this recent round-up. Various private investigators specializing in the supernatural (mostly Aware with some Hunter and Veteran back up).

Description: Sergeant Maurice Gauthier in the SPVM has finally had enough and decided to find a way to make "magical beings", or magic-users to abide by the law of men instead of relying on that pesky, condescending, unreliable, and obviously biased council of magicians. To help in this plan, he has contacted a group of special investigators who specialize used to dealing with the supernatural, and specialize into anti-magic, in order to devise ways to apprehend, arrest, detain, judge, and sentence various magical beings and "magical beings". While Maurice already had a grudge against magic user after his wife (Hélène Gauthier) was put into a coma by a rogue magician, unknown to him, he was manipulated into coming up with this plan by Vincent (inspired to in his dreams) in order to take care of potential opponents or rivals to his main plan, and the Ordo Draconis (who had put the original idea out there) in order to find the dragon rumored to hide in Montréal's Chinatown.

[/] 3:00: The SPVM and detectives arrest several "magical beings" who were known to have committed crimes and had escaped justice before thanks to the meddling of the council, then quickly moves to other troublesome elements of the supernatural community.
[/] 6:00: The council contacts the authorities and demand they stop, and let the council deal with criminal supernatural elements as it is worried this action by the SPVM might reveal the existence of supernaturals to the mundanes. The authorities refuse.
[/] 9:00: Several high profile magical beings are being contained.
[ ] 10:00: During the containment of Alex Gagné, a particular troublesome magician petty-criminal, news team catch footage of the man escaping by turning into a bird. The public is starting to suspect something is going on... The council does the usual "I told you so" to the SPVM.
[ ] 11:00: The council attempts to save magical beings by hiding them and sneaking them out of the island.
[ ] 12:00: This attempt is discovered by the SPVM and the council is been declared outlaw and is in hiding. Arrests and containments continue. The public definitely know something is up, with many mundanes now having been made aware of supernaturals.

Who Watches the Watchers?: When you Let It Out or use obvious magical abilities in a Mortality-controlled public area, roll Mortality. Do not check the faction. On a 10+ nobody was near to witness your supernatural nature, or you managed to explain away your magical ability in a convincing manner to any witnesses. On a 7-9, somebody witnessed your magical ability and is asking serious questions about it or is about to contact the SPVM. On a miss, you were spotted by a special investigator or one of Maurice's undercover agents. You'll have to resist arrest somehow...

The Ordo Draconis is now involved!

The whole shceme could have started with the Ordo Draconis trying to influence Maurice Gauthier, taking advantage of his wife's coma, to start apprehending supernatural with magical powers in order to attempt to find the dragon rumored to hide in Montréal's Chinatown (they did not really cared about the wizards and other supernatural, and the plan was to, once the force was put into place, use their influence within the SPVM proper and wrest control of the unit from Maurice).

When Vincent got into the scene and also trie to approach Maurice and influence him, it attracted the attention of the Ordo Draconis who were none to happy about the intrusion at first. Until he told them that his plans had been far-reaching, he had been aware of the Ordo Draconis' plans all along, and in order to sweaten the deal, was willing to give them a dragon which one of his nymph had seduced years ago (Vincent was originally planning to use Chrétien as a "big gun" in case his plans did not work, but now he had the opportunity to get help from a powerful ubiquitous shadowy organization, so he was willing to use him as a bargaining chip instead...).

Threat: Cold Blooded And Stone-Hearted

Cast: The mysterious dragon (Fei Lung Lao) in Chinatown, the Ordo Draconis.

Description: The dragon hiding in Chinatown has been studying for decades to get rid of his hated enemy, the Ordo Draconis. Now, he thinks he has finally found the solution: a powerful ritual designed to strike back at those who wronged you and those of your blood. Surely, such a ritual should be enough to either wipe out the Ordo Draconis completely, or wipe a large enough number os to effectively cripple them and leave what remains as easy pickings... However, the ritual works by bonds of blood, and many innocent people who are related to members of the Ordo Draconis and have nothing to do with it are now also in grave danger.

[/] 3:00: The Dragon starts looking for what he'll need for his ritual.
[/] 6:00: The Dragon has collected all the material components he'll need for his ritual.
[/] 9:00: The Dragon starts attuning himself to the ley lines of Chinatown to increase his power for the ritual. Waves of magical disruption are felt by sensitive enough supernatural throughout the city.
[ ] 10:00: The Dragon begins enacting his long and complex ritual. The magical disruptions become stronger.
[ ] 11:00: Many prominent members of the Ordo Draconis in Montréal and the surrounding areas begin to mysteriously die. The magical disruption causes many magically sensitive supernatural close to Chinatown to go insane.
[ ] 12:00: The Ordo Draconis in Montréal is no more, but the collateral damage also kills many innocents. Many supernaturals are left irrevocably insane. The ley lines of Chanotwn have been permanently altered by the ritual.

Custom Moves

We Need More Power!: Once the ley lines have started being disrupted, magic will become harder to use as the ley line have become attuned to the Dragon. Any use of magic (Fae or Wizard) will require double the normal expenditure. Any results of Let It Out will be considered the next lowest one (10+ is considered a 7-9, 7-9 is considered a 6-).

To Slay A Dragon: Fei Lung Lao is a very powerful opponent with centuries of experience and full access to his draconic powers. When Unleashing against the dragon, it always inflicts harm on you (2 ap).
