And because I have Rock and Roll! on a fully automatic weapon, I get double the number of drums/mags, so I can start off with either 100D2 or 30M10 amounts of non-lethal rounds for absolutely free?

Correct. Though it is my understanding of the RAW that those would be permanent upgrades ... and must make sense for why your character would have them for his personal gear.

Elaborate common item. It provide no benefit but a story purpose.
