The Malgeri Directive

Nation Name: Malgeri Directive

Government Type: Quasi-Democratic Dictatorship
Candidates are chosen by the independent Oversight division through criteria decided upon by said division. They have ALL the say in the in this. A vote is then held between every citizen, the winner, upon passing additional vetting by the Oversight division, is instated into the position of Chancellor for life, or until the Oversight division deems him unfit to rule.

Capital City: Insomnia, a city known for it's functionality. Streets are built to purposefully to confuse any attackers and provide many pre-prepared choke points. Security is tight, choke points used as security checkpoints to determine citizenship. The city guard are not an uncommon sight, patrolling in full combat gear.

The city is built in 4 rings, each level elevated as the centre is approached. The innermost ring, only containing the administrative centre of the entire land controlled by the government, Administra HQ. This complex is the size of a palace, organised neatly into departments and priority.

The 3rd ring from the edge is the main commercial district, filled with bristling markets, also containing the biggest concentration of guards due to the intensity of traffic and easy congestion opportunities. Guard posts here are equivalent to traffic duty in the modern world.

The 2nd ring from the edge is the main residential district. Those not working directly in the bureaucracy of the state live here. Houses are near identical apart from modifications that are approved in the government-approved pamphlet, most of these are cosmetic only, such as paint and plants out front. There are different house sizes for different family sizes, though newly of-age citizens are often placed with several others about the same, a mix of men and women, in order to promote camaraderie and increase the probability these people will find partners for life. No non-citizens live in the city permanently.

The outermost ring contains the industrial/agricultural sector and is outside the main walls due to it's rapidly expanding nature and the potential health risks. However, this sector itself is surrounded by a temporary wall made of wood, expanding with the increasing sector limits. Most of the population works here, if not for the government directly.

Predominant Races: Human, though a healthy population of other mixed races, as well as half-breeds, is maintained and growing due to the lax nature of the Directive's policy on race in terms of citizenship.

This nation has some basic qualities for a brief overview of how they act:
Entirely meritocratic
No race priority in any jobs apart from high-level government positions which have strict criteria for foreigners (though not for anyone naturally born a citizen, regardless of race)
Very nationalist
The government owns EVERYTHING

The government is organised into 5 divisions:
1) The Administra (The Executive Division)
2) The Observita (The Oversight Division)
3) The Protecira (The Law Enforcement Division)
4) The Inista (The 'Science' Division)
5) The Munistra (The Armed Forces)

The Administra is, by far, the largest of the divisions. This is due to the importance placed on a strong central government. The management of the entire Directive required a robust and efficient government which is what Malstar provided in her structure and operational procedure of this division. There is a strong emphasis on decomposition with many specialist departments (for example, the department of health inspectors) collated into umbrella departments (for example, the department of health and safety) which all fall into one of the main sections such as the Ministry of Housing and Construction.

The Observita is in charge of of overseeing the other divisions. It is an independent body, filled with people trained to be non-biased, or as close as any human can get to it. They cannot be questioned outside of the division and hold absolute power, governed only by themselves.

The Protecira is in charge of Law Enforcement, mainly being known for containing the guard stations throughout the Directive. However, they also operate departments often overlooked by the average person. This includes the Department of Shadows which is in charge of espionage/counter-espionage, the Department for Pet Protection, etc.

The Inista is the science division, or what passes for science for 16th-ish century technology. This division is often embedded in the other divisions (the Observita is the exception) in order to research and develop new techniques, technologies, etc. Split into field of expertise, this division is mostly scientists, only breaking this to add in secretaries and other staff to facilitate its constant experiments and travel.

The Munistra is currently concerned with the military and its associated special forces (emphasised due to the Directive's former existence as a resistance force.) The Munistra is currently expanding in an attempt to create a naval arm, but resources are proving a problem. The main ethos of the Munistra is the emphasis of the individual soldier. They would rather keep a slightly smaller but well-equipped force, harkening back to the days when the resistance was relatively small and every soldier counted, facing a foe with higher numbers.

It is often said that great men are born in fire and it is the privilege of lesser men to light the flame. The Malgeri Directive is the manifestation of this saying at the national level.

The failings of inept democratically elected officials led to their nation being occupied and annexed by The Empire, only known then as the Hordes. The army and many civilians formed pockets of resistance, betrayed by the institution they had put faith in, which had, at this point, capitulated to the Empire. Though many were easily squashed, a few pockets of resistance escaped into the wilderness.

The first year of occupation was quite quiet in terms of activity from the escaped resistance. The Empire assumed they'd died, but they were just organising and planning.

They trained and learned, setting up strict rules on how they operated, in pursuit of keeping the organisation from being compromised and increase success rates.

The leader of this movement, Malstar Estrella, was the mastermind of these rules.

During the decade of resistance, they develop into a more centralised system, practically a state in its own right. The wilderness practically belonged to the Malgeri, no one going in or out without their permission.

This resistance was obviously to the detriment of the empire, though it wasn't immediately obvious due to the relatively small size of the land. Added soldiers from the Empire meant that a direct assault to take the province was impossible.

However, once the Empire disappeared, the Malgeri launched their most ambitious operation yet, the full reclamation of their land. This was mainly accomplished on the 15th of March, also known as Reclamation Day, the birth of the Malgeri Directive, using legal documents and the organisation devised by Malstar in the decade of resistance (known as the Pre-Directive Era). Malstar had been working non-stop on this in any time not spent leading the resistance.

Elections were held but, surprisingly, Malstar didn't put herself forward as a candidate. Thus, one of her lieutenants was voted in. The first Chancellor set about filling the higher echelons of his government, as set out by Malstar's government structure.

Since then, the Directive has reclaimed all their previous land and the norm has settled. Morale is high and future expansion is already being planned.
