A fledgling oligarchy ruling in the former territories of Kurusawa and the Council Lands.
The oligarchy is formed of a group of former Covenant appointed nobles that were friends with each other. When visiting the area on a sightseeing trip to see the Centennial Ram, they instead saw an opportunity to gain power, especially due to the decline of the local powers. A little money changing hands, and very capable work from Thale, was all it took to create Valthiria.One of their ruling philosophies is that everyone can be useful in some way. As a result of this philosophy, they are very interested in the overall efficiency of the nation's operations. They view the existing discrimination against the dwarves and the yokai in the former nation of Kurusawa as counterproductive to this goal, seeing their potential in their differences.

The face of the oligarchy. The group agreed that a face was needed for the government, and Flavius was the best choice with his firm and well spoken nature. His duties cover anything having to do with talking to people. Diplomacy, public relations, negotiations, etc.

On paper, Thale is not part of the oligarchy. However, he is an invaluable asset to Valthiria. Thale is their eye into the underbelly of their nation, their man in the shadows. He takes of the dirty work that Meruvius can't.

A chronic workaholic who handles all of the logistics of the nation with his army of scholars working under him. Would do everything himself, but upon seeing the group fearing for his health, relented to their objections.

Meruvius' wife and assistant. Tasked by the others with keeping Meruvius from working himself to death. Also the group's military expert, having been a general's daughter, and having led quite a few campaigns herself.
