Camp Jubilee has a long and storied history. Originally founded as an American Indian Boarding School on the shore of Lake Lohikan in Pennsylvania in the 1870s, it was tasked with "reeducating and rehabilitating American Indians to the civilized way of life." After decades of rumors, the school was finally investigated in 1940 for tax evasion of the then-current owner, Morgan Pritchard. He had been laundering money through the school for his personal gain and to avoid paying the correct taxes. During the investigation, records of nearly a hundred deaths of Native students were discovered. A mass grave was discovered and Pritchard was arrested. He was sentenced to life in prison and the school was sold off in the 1945 to settle Pritchard's financial debts. It was bought by the Crenshaw family who had a successful Baptist church in the area. The school was converted into a summer camp and officially opened it's doors in the summer of 1946. The Crenshaws ran the camp for many decades until the 80s when a drug and sex scandal forced them to close. The matters were settled quietly out of court so many details were never leaked to the public. The camp was sold to a bank who sat on it until it was finally bought by Reverend Mark Lucas in 2019, who plans on opening it for the summer of 2020.

A charismatic reverend in his late 30s, he is the principal of First Baptist School of Pennsylvania, and runs Camp Jubilee during summer vacation. He is "hip" enough to be liked by the younger kids, but the older ones see him as an out of touch old guy. He is likeable enough to most people and his sermons are usually relevant within a decade of the current date. Reverend Mark wants to be seen as a "cool guy" and takes his oath seriously to keep students on the path to Heaven.

Vice Principal at the school, she really runs things while Reverend Mark hobnobs with the rich parents and wealthy donors who keep the school and camp running. She's in charge of the day-to-day running of everything and has a nose for sniffing out troublesome students. She's in her late 20s and pretty enough to be the envy of the older teen girls. She is strict but tries to be fair, although that depends on her definition of fair that day. She's head camp counselor of all the female students at camp.

Simply, a bully in sheep's clothing. A man in his early twenties, he seems to have a split personality. In front of anyone with any authority over him he is the perfect young man, polite and considerate and charming. But when he's in authority he makes everyone beneath him miserable. He lies, goads, and threatens anyone whom he has power over. He's also just smart enough to get away with his act. It doesn't hurt his father is also a high ranking state politician. He's head camp counselor of all the boy students at camp.
