It has been over 80 years since people started showing extrordinary abilities, and sice then our world society has gone through many major changes.
Many powered individuals work for various government groups, either for the access to the funding or just as a legal way to use their abilities. Of course there are aleays those that find power and are unwilling to bend to the dogma of the government.
Fights have started for less.
Now, it's not that the gorernments didn't try to supress unregisteredpower use, It's that when they did the fights and collateral damage increased. Cities became warzones almost overnight, the damage was immense, and after loosing a fair amount of military personell as well as their Super forces the governments of the world one by one stopped trying to round up or register their supers.
But at that point, people had become accustomed to super fights. Lives adjusted, people adjusted, apps woild show where a super fight was so people could avoid it. Some city blocks were never rebuilt, becoming areas supers could fight all out.
And people went about their lives.
Then the crystals grew. 17 crystals were found that eminated strange energy readings, all found in residental areas. Areas of common syper power usage and battles.
Over the next few years many tests would be conducted, and a few facts werefound out.
1) They somehow resonateed with the use of nearby power usage.
2) They were an incredible energy source. The larger ones able to power entire cities.
3) There had to be some sentience, as the area they were resonant with would often supress military (and other armed forces) from striking against the crystal, or supers (rendering firearms and technology useless for short periods of time).
4) When one super defeated another in combat, part of the loser's power was transferred to the conquerer.
This made it nigh impossible for governments to enforce law in thec"crystal resonance zones". But also made it highly attractive for average people to live there.
So it came that these zones would be.... some say goverened, others say ruled (in actuality it depended on the zone and the super) by supers. They became micronations, powers unto themselves.
You are a super living in one of these Cystal Resonance Zones.
Clash of the New Titans is a tournament roulette style battle game.
... which means it is mostly fighting ...
The game will be Mutants and Masterminds 3e. You will be starting out as mid tier sypers battling for control of various disteicts in your city the best way you know how, all out brawls.
There will be a little bit of sussing out and tracking, but not much.
