A public flag means that at the time of voting a user's name and avatar is added as their vote indicator (usernames appear in the hover-over too because some users won't have an avatar).

Badges are shown on polls to indicate if the voting is public (and allow multi voting - as there was no way of knowing this before).

It might be useful for deciding which features go into a release. If someone votes that they are very much against a feature that is generally supported then we can ask why they're against it (they might have thought of something important we've missed).

I won't write a joke about spotting buzzkills, cause this has more serious usages as you've pointed out Adam.

As often happens, people might find creative uses for it. I can imagine an open "ready to continue?" poll with only one option. It’d allow the game to track if people have anything to add.
