Using Chrome on a Note9 with Android 10, the link to the forum rules isn't on the mobile-optimized Forums page (and I haven't found it listed elsewhere as a clickable link):
On Chrome on Windows 10 on the PC, it's there:
Thoughts: having the same link available on mobile, or a new link in the footer along with the About Us, Tools, etc area for "Guidelines" or "Rules" or something like that for broader visibility and access regardless of page.
