For more than just uniformity, can we not put them in the footer for everyone, it always looked a bit strange and cluttered dangling up there on desktop.

I like that - but it's really for the admins to decide. @len, @bowlofspinach, @anyotheradmin?

The reason we opted to remove them from where they were in the mobile view was because people will rarely (once probably) click on it and then never again.

Bringing it back for mobile, yes, but it should not be in the Footer where it takes away space for more commonly useful things

The big black footer? Useful things? Which site are you using?

I saw it when I joined the site. It's in a pretty visible spot right now.
I don't know if I would have spotted it right away in the bottom blackness

Relying on people noticing it on first use and then leaving it there in everyone's face seems like a bad way to do it.

Maybe it should be part of a welcome packet they get directed to when they join? Then having it accessible, but not always hovering might be better? This serves its main purpose of introducing what is expected and does so for both mobile and desktop users, equally.
