I’d say that Bubbly can give her some advantage in social interactions, maybe? and Bard… I don't know if it’s supposed to be a simple mundane occupation or it’s something like the Bard Class.
2. Are to thinking of the staff as a small weapon(one handed)?
In fiction, I’d prefer to use it with two hands, but since it's just a stick, I guess it doesn't make much sense for it to do damage like a large weapon. Technically it would be a small weapon, although she would use it two-handed.
3. Attacks with the short bow will be at disadvantage until you gain proficiency
Oh, sorry, I didn't pay enough attention when I read the rules. I thought small weapons proficiency included all small weapons, melee or ranged. In that case I’d take Ranged Weapons proficiency.
