The Pale Deva is a loosely-organized network of resistance cells dedicated to the overthrow of Nergirsu. At its heart, the Pale is commanded by a circle of individuals constantly on the move.
The Chief of State is a female human named Methild, and could likely be described as the leader of the Pale. It is said that Methild was blessed with a divine visit from an angelic being and tasked with overthrowing the rule of Nergirsu. Whether or not this is true, Methild has become the symbol of hope and freedom for many.
Methild is assisted by an Advisory Council, made up of her former adventuring party and close friends:
* Azore Gomruobach, male tiefling bard
* Faedra Sambrae, male drow rogue
* Gorbalcha, male half-orc fighter
* Pazoxohn, female half-elf sorcerer
* Wendaetalyn, female dwarf paladin
This inner circle rarely remain in any place for long, especially since they are each wanted by the Empire for crimes against Caer Tan. Rather, they journey to areas where their presence would do the most good. They may arrive at the forefront of a major military strike against a Caer Tan facility, or they might be at a clandestine meeting with a local thieves' guild to secure cooperation.
The other affiliates of the Pale operate independently, but through a network of spies and contacts are their activities sometimes coordinated when there is a chance to pool resources or accomplish an extraordinary task. Some cells are local to specific areas, offering support to the oppressed citizens and gathering intelligence on draconic movements.
Other cells are roaming bands of agents devoted to clandestine operations. These units are often small and tasked with specific missions, or are pulled in to assist the local networks as muscle and firepower. Most of these cells have little to no knowledge of other operatives, which helps maintain the secrecy of the Pale and ensuring the safety of its Inner Circle.
Handlers are typically bards, clerics, and wizards capable of casting the Sending spell, which is the primary means of communication between different cells. There are handlers that do not rely on Sending, instead using other means of correspondence, but these cells typically operate in low-key, non-critical environments such as mercantile supply lines or similar support roles. Handlers provide intelligence on enemy activities and relay orders when they are received. Typically the Pale's commanders will connect with the local cell whenever action is required in that area, and the handler is the one they communicate with.
