Starting level?
Kind of stories you wanted to tell?
Not sure about level yet. Probably 3rd, that's my default. I'd like to explore as much of the setting as possible, so I'm working on a story that will take the characters all over the world. I'm a big fan of the kind of swashbuckling style action that Eberron can support, as well as the fuzzy morality of the setting.
When I run a sandbox game I usually develop several BBEGs whose plots and machinations the players have to thwart. How they achieve that, who they tackle at what time, and what goals of their own they pursue I leave to them. I also usually offer a choice of starting locations at the beginning of the game, three or four that the players can choose from.
When I say kind of stories I'm thinking of stuff like
- pulp-adventures in the jungles of Xen'drik
- noir-adventures in the bottom of Sharn
- wild-west-adventures in the frontiers
- dungeon crawling in the mournlands
- spy vs spy adventures in the political games between the 5 nations

Probably not spy vs spy, but the potential for everything else over the course of the story.
I'm interested as well! I really like Eberron, especially the fuzzy morality side of it that you mention. I don't have a character concept just yet but I made a Changeling rogue in the past for a game that sadly didn't get off the ground that I might want to dust off. I will be happy to join if this gets off the ground.
