The Tengoku Empire, once a bastion of unity and prosperity, now finds itself embroiled in turmoil following the passing of its revered emperor. With no clear successor to the throne, the realm has fractured into the hands of five powerful clans, each vying for dominance over the empire. Amidst this chaos, a council of five lords has been established to govern the realm until the emperor's heir comes of age. With each passing day, their concern deepens, for the lord's failure to respond to his superiors is a grave breach of protocol that cannot be ignored.

While the council argued on the situation, the imperial family in a rare decisive move, sponsered a group of investigators to the troubled city, tasked with uncovering the truth behind the whispers of malevolent forces at play. Yet, the city's precarious location, nestled on the border of three different clans and an untamed forest at the border of the empire, transforms this mission into a delicate political affair that demands the utmost caution and diplomacy.

Amidst the already volatile landscape, the region serves as a notorious hub for illicit opium trade, clandestinely enriching the coffers of influential figures, including select esteemed clan lords. The prospect of disrupting this lucrative trade unsettles a multitude of unsavory characters.
