The Heartlands Campaign

The Orcs have bought enough time for the common Lannian to learn violence. Bolstered by Lannian conscripts, the Orcs have a chance to overwhelm the Styrovites with a massive, well-coordinated attack. If it convinces the Styrovite commanders that Lannia has the spirit to fight on forever, they may cut their losses and end the invasion.

Pick any two Trait scores to serve as a stratagem, but those scores can never be used together as a stratagem again. Ex. If we choose to use Numbers + Loyalty as this chapter's stratagem, we can no longer use N + L together as a future stratagem.

Roll 1d6+Stratagem. On a total of 10 or higher, Lannia is victorious.

Victory
On a victory, elite Styrovite warriors desert en masse. Their leaders swear an oath of surrender in exchange for being allowed to flee from Lannia alive. With the Styrovites gone, some Lannians wish to be rid of the Orcs as well.
Pick three Warps.

Defeat
On a defeat, the war drags on for many more years, leaving Lannia in ruins. Eventually Lannians swear fealty to the Styrovites and pay a high tribute in exchange for uneasy peace.
If the Orcs are bound in supernatural loyalty to an item, it is taken by the Styrovites as loot. -3 Loyalty.
Pick two Warps.

If any score reaches -8, -4, +4, or +8 this chapter, we will create one new custom the Orcs have begun that sets them apart from Lannians.

Available Warps
Orcs are cursed with a vulnerability to silversteel. -1 Numbers.
Orcs are cursed to weakness in the light of the sun. -1 Brute.
New laws are made to control the Orcs. Lannians are appointed to enforce the laws on Orcs exclusively. -1 Loyalty.
Orcs are forbidden to hold roles of leadership or titles of nobility. -1 Clever.
Orcs are set to work building terrifying war machines in preparation for future conflicts. +1 Clever.
Orcs are granted swathes of land, depopulated by the war, where they can build farms and homes. +1 Numbers.

Shifts
The Council may do any or all of these at the end of each chapter starting with Chapter 3, but each only once per chapter:

Make the Orcs larger. Move them up the size scale* by one. +1 Brute. -1 Numbers.
Make the Orcs smaller. Move them down the size scale by one. -1 Brute. +1 Numbers.
Indoctrinate the Orcs. Write one belief you give them. +1 Loyalty. -1 Clever.
Educate the Orcs. Write one skill they learn. -1 Loyalty. +1 Clever.

*Size scale, smallest to larges. Bold = Current size:

These so-called elite, with their shining armor and polished pride, deserted their posts and fled before our Orcs' and the Lannians' unyielding resolve. They begged for mercy, not for honor’s sake, but to save their wretched skins. And we granted it, as we must—for the victory of Lannia is not merely in might but in wisdom and restraint.

Victory is near but it is not the end of the road; it is the beginning of a harder journey. Let us walk that road with Orcs of sharp mind and loyal heart."

The witch pauses, takes a deep breath, and continues.

"Our Orcs may be a bit too effective...for it appears there are growing concerns amongst the citizens regarding the Orc presence. Nevertheless, we must take advantage of our momentum and continue to push forward!"

"Bah! Now the people of Lannia fear the very orcs who are the only reason they can still call themselves a nation!
Ungrateful. If it were not for their own weakness and unpreparedness, the orcs would not have been necessary. The orcs deserve their own land so that they know at least some of us are grateful for them."

"As far as how we assuage the fear of meek Lannians, I care little. I leave that decision to those with the knowledge how and the desire to do so."

"There should be no appeasement of the citizenry. Our children have saved their children. If they fear the Orcs then let them take up arms to defend the kingdom, and let their children's blood spill forth as the blood of the Orcs has done. And yet, I do urge this counsel to settle the matter of the status of the Orcs in Lannia. We must never make the pheasant master of the warrior. Nor reduce the will of this sovereign council to some scribble on a script of statute. I say there shall we no rule of the Orcs by any other than this council. The very idea that the frightened masses should control the Orcs is perverse and absurd. Perhaps you'll want the weak to elect the council chamber, next? Preposterous!"

"This war is drawing to a close soon, one way or another. Our orcs shed much blood early on and now fight hard to carry this war on their backs. If we teach them the arts of letters, they can learn to make a culture for themselves and have access to Lannian knowledge and history. Literacy will also help them access the magical arts."

"Council, I regret to inform you that I am invoking the power of veto to remove one vote from the proposal that Lannians be appointed to legislate this council's army; this council's own children. I will place that vote instead in the proposal to develop a vulnerability to silversteel... Oh, and actually, I withdraw the comment about regret. The idea that some self-righteous half-wit might lord it over the Orcs is frankly ridiculous"

"Very well, Lord Perikles. While I support the vetoing of laws to limit the orcs and have Lannians overseeing them, I question the decision to curse them instead. But the die is cast and the decision made, so let us hope the tide of the war has truly turned in our favor."

It is only we here assembled, and this maginificent creation of ours, that can secure our future. I am jealous over what we have so far achieved, and zealous for our mission.
