You are on a decently sized, well populated island, in the middle of the ocean. The nearest civilization other than those on the island are 36 hours by boat. Humans are the primary race on the island, although most races can be found. There are three major settlements: Silvermoon, Bloodshadow, and Terra Humane. There are small groups of people living in other places but they are migrant.
Silvermoon: This town is the settlement of the Lycanthropes. Everyone who spends any significant time here is probably a lycanthrope of some kind. Just like normal people, Lycanthropes of all alignments exist. Most just want to live their lives as normal as possible, but there are some that seek to turn as many as possible. Lycans are in a long-term war with the Vampires.
Lycanthropy has a hierarchy: Lycans that are born are more powerful and are considered the leaders and lycans that are turned are the commoners. Then there are non-lycans that willfully submit themselves to serve them.
Lycan government is a dictatorship with the most powerful lycan ruling until their death. After the death of a leader, their is a challenge period. One person claims the title and must defend himself from all comers for 24 hours, after that, he is the new leader.
Bloodshadow: This is the city of vampires. As with the lycans, alignments and temperaments of vamps is as varied as their mortal counterparts. By some sort of magic, the town is in a permanent state of night. No sunlight can penetrate what ever magic they have cast. The vamps are in a long term war with the lycans.
Vampire society is the same as any other: those with the money rule over those that don't.
Vampirism is a monarchy, ruled by a royal family. The King appoints one of his "children" to be the next ruler, in case of his untimely demise.
Terre Humane: This settlement is for those that are not vampires or lycans. Though not at war with either, they tend to suffer casualties because of the war. The city is highly fortified and few groups leave the town. This is the largest settlement on the island.
