Archprelate: The "pope"
Preceptor Grand Paladin: Military leader of the empire.
The Holy Empire consists of four kingdoms.

Moments before the cataclysm the Grand Cleric Makalic, the savior of the church, magically transferred the holy relics back to the church. With the power of these holy relics, though it took some time, they were able to reestablish contact with the All Father.
The All Father was clearly angry after such a tragedy, He demanded the devotion of all the folk be it by choice or by force, for this task he separated the church into two factions. The Clerical, that which heals and teaches, They deal with more day to day affairs in the empire. The Militant, That which purges those who would undermine the church, or that refuse her blessing. The All Father only speaks to the Archprelate directly.
Even though the Clerical branch is more docile they still house the inquisition. Most Clerics will try to convert the nonbelievers until they feel like conversion is hopeless. Then they are as vigilant in their divine punishment as the Militant order is. Members of this branch may ascend to a seat in the Basilica, and one day have a chance to server as Archprelate.
The Militant order is the right hand of the Archprelate(the pope) They have been blessed by the All Father and gain a dragonling companion. They are lead by the Grand Preceptor Paladin Cetus. With their bond established they work to protect the Holy Empire from any threat. With great zeal they seek any who refuse the light of the church. Unlike their brothers, the Clerical branch, they do not suffer the people time to convert. This fanatical devotion has led to the Archprelate restricting this order. They are kept in chapter houses across Thessalon, and only a select few are allowed to leave at a time. The one exception is a declaration of a holy crises by the church. The elite unit of this branch is the Venetores.
In most cases, The Dwarves for example, the church treats their service to her as a type of worship. Even if they don't voice their devotion they serve her, and that is good enough. In others, The Elves, their open refusal of the existence of the All Father is cause enough to have them viewed as heretics. Though with the Great purge 150 years ago, an event where a deep seated cult was rooted out and eliminated at a great cost to the church, the church is still recovering and not capable of an all out war at the moment(they don't broadcast it though)
