In wine there is truth, in water there is health.

The most essential ingredient to continued human existence, right after good old oxygen, of course. The sky offers a bounty of refreshment, but only over a wide area, and not always sufficiently to be counted on. From whence, then, does the water flow?

And for that matter, who are the wannabe vintners and distillers of this brave new era? After all, having to risk one's life for a taste of the good stuff isn't for everyone; is the timeless technique of brewing rotgut is alive and well in the future?

Atlas Terminal gets a majority of it's water and all of the good alcohol by trading with the "Water Lord". As his/her name suggests, the Water Lord has control over several water towers and a treatment plant. They pull the water out of the ground (nasty work), treat it with chemicals, and then boil the hell out of it for good measure. The Water Lord is on the outskirts of civilized section of the city, so Canary was keen to work out a transport deal.

The Blood-Sparrows provide transport and airship parts in exchange for a month's worth of water and rum. Additionally, Canary helps the Water Lord drop off some of his/her apostles throughout the city. They are weirdos, but they are pretty punctual and their rum is pretty damn good.

No one is quite sure what gender the Water Lord is, since they hide behind a curtain and speak with an odd voice. Its the same for most of their followers as well. You could consider them 'gender-fluid', to go with the water theme.

It takes a great deal of water to make a little booze, which is why most curious minded folk think the Water Lord is also in charge of the production of booze. Fruit and grain are hard to come by anywhere, enough to make the surplus required for alcohol production would be seen as downright decadent. Just because Pops doesn't allow it's consumption in his place doesn't mean it doesn't pass through his hands every now and again. It's heavy barter after all and who knows, he may have a sip or two lying around for special occasions...
