Canary likes to know everyone, but he keeps an extra close eye on those who have betrayed him. He can forgive rather easily (especially if there is compensation), but he doesn't just forget about previous wrong-doings.

This can also apply to anyone in his gang, if you want. Some important Blood-Sparrow NPCs:
Starling (Bus pilot, flirty, blunt)
Owler (Crane pilot, excitable, merciless)
Plover (Jeep pilot, bloodthirsty, funny)
Finch(Buggy pilot, sarcastic, careful)
Dodo (Ground crew, talkative, professional)

You have no idea why she wears the mask even up here. Maybe it's just to hide any tells her face give. Lattice hands you the pump she's been working on for the past day. Work's good; but unorthodox. The meeting, at her request, is on the edge of Atlas Holding's marketplace where she's got some room to leave if things go wrong. She's never NOT tense around you.

"... Parro makes no secret about how much they hate me. Every time I've fixed one of your boats they've squawked, vocally, at length about my handiwork. Starling's also pretty vocal about me, especially when they've had a few drinks... kssst... No. I don't like the idea of finding myself up in this nest with you vultures"

No to either question. Lattice's dealings with you have been professional, if cagey due to her paranoia. She's native here and had no hand in you getting established when you chose to settle down. She may have held things back until she knows she has a clear escape route or way out, but won't have stolen from you, unless you consider working for your warlord rivals on equal terms a form of betrayal.

So what does Lattice do for you that no one else in your crew can easily cover? And what offer or threats are you leveraging at her to get her to do them on a regular basis rather than this exhausting freelancing procedure she insists on doing?

Atlas Terminal is one big hub, so there are plenty of escape routes. Smaller ships to board, zip-lines to nearby towers, corridors to duck behind, that sort of stuff. There's also ways to get to the ground floor at the lower levels, mostly used by the scavs.

Canary helps out the other warlords as well, so he wouldn't consider it bad if someone else did. He's basically been trying to make his services as invaluable and reliable for the city's power players.
Canary flips the small pump valve over in his hand for a bit before handing to off to one of his gang members.

"Parro yells at everyone who touches one of his 'babies'... but he definitely hates your guts the most. Whatever, your work will speak for itself when he installs that pump in the ship's hydraulic system."

He shrugs at Lattice's rejection of the Blood-Sparrows.

"We all end up on the ground eventually...I'd just hate to see you carved up by a group like the Razors because you ran into some hard times."

Finally, he waves his arm and two more Blood-Sparrows drop a sack of 'Planto-MAX' growth promoter at Lattice's feet.

"Find some fresh soil or something? You know where to find me if you need any heavy lifting done. Or just shoot a flare, and we'll try to be the first ones to find you."

The Blood-Sparrows can weave a gasbag, work a farm, or bolt a gun on a frame. However, they can't match Lattice's expertise. Canary views her as an all-rounder that can scavenge, do detailed work, and take on large projects better than anyone else. So yeah, He wants her.

He doesn't know her well enough to understand what she really wants, but he knows that loners are easy targets. She's pretty defensive, so just threatening her into submission would probably backfire. He can offer protection, transportation, and entertainment. The most important bit of leverage is probably protection from the roving gangs and cults that crawl across the city.

Twilight stood before Starling and Plover as he slipped down from a makeshift hammock he had settled into among the rigging on the side of the blimps carriage, unfazed by the guns that seconds ago they had trained on him.
"And tell Canary that glasstowns in for a storm soon!"
And without further word he leaves the two to finish bringing the blimp into dock and joins the crowd in front of Pops Place.

Twilight wouldnt have known any of Canaries gang from before and wouldn't have gotten close enough to betray him,and wouldnt try to steal from you, unless you count picking up a piece of gear or two from anyone who he finds that died out in the mist but its hardly a personal or intentional thing.

After your first meeting with the strange girl in the streets, you can't shake the feeling that she's often following you. Few other Blood Sparrows seem to notice. She's far too capable at remaining unseen. Sometimes though, you can almost feel those black eyes watching. Especially when you are at work on vehicle repairs.
You've also noticed things going missing. Small tools, some personal effects, random things. While you are considering some good old fashioned crew discipline, you find one of your missing boots. With a large chunk missing, and bite marks everywhere.

Goldaline could be considered to be stealing from you. Granted, she steals from everyone. But lately she's been targeting Atlas Hold more regularly.

For Goldaline, I'll put her down as someone who has stolen. She's also weird as hell, which gets Canary's attention. He's got a weird mix of being scared but also curious about the maelstrom. He also likes kids, since he had a family before, so maybe that makes the weird stuff easier to cope with.
One of the Blood-Sparrows spies Canary's chewed up boot.

"Get hungry last night, Boss?"

Canary jokingly flicks the gang member in the forehead.

"Nah, just my own personal gremlin. I heard salt keeps bad spirits away, but if I use that she might end up actually eating my stuff..."

'Killer' drifted into town a couple years back, after doing some work with Dremmer. He's never been "with you", as such, but probably a big ping on your radar. When he arrived, he asked for an audience, real proper polite language an' all. He said he didn't mean to bring trouble, just wanted a place where he could live with his child. He's kept fights down, but don't take sides or bring worry. And he certainly don't act like any kind of spy you've seen, so there's that.

He certainly doesn't seem the betraying type. He's a hard worker, just keeps his head down and does whatever jobs come his way.

Eddie stares at the night sky while laying on top of a buggy. "People used to write shit about those star formations called constellations back in the golden age. Makes you think what the little blips are saying now... Seriously though, what do you think?" He turns to his side, his elbow on the buggy and his hand under his chin.

I'd like to say that he's been with the Atlas for quite some time. He religiously visits Mocker's to buy and sell stuff, and pick up some rumors on where to dive for shit.

I'll put Killer down as a neutral party who lives inside the holding. Canary and Killer have both had families, so they probably share a small bond. Canary would probably come to Killer with jobs that require more muscle, like the monthly water shipments or when there's some precious cargo being shipped.
Canary and some of his crew are making the afternoon peace-keeping rounds, and they stop by Killer's place. Canary peaks his head in to give a quick greeting.

"Sup Killer? Like what you've done with the place, Toni must be comfy."

He tosses you an unopened deck of cards, enough money for a whole month.

"Your cut for helping out with that shipment last week, fresh out of the printer. Keep your head down as well, some assholes a few buildings over are having a turf war."

Since he's been there so long, I'll put Eddie as +2. Canary, and most of his crew, are like superstitious sailors, so Eddie is probably like their go-to guy for when weird shit goes down. They both fear and respect Eddie, since he's like the gang's urban mystic.
Canary steps out of Gull's makeshift tent-infirmary. The Blood-Sparrows had just completed the monthly shipment of water from the Water Lord, and had been shot at by no less than 7 groups of outer-city scavs. Not knowing that Eddie was on top the buggy, Canary is taken a bit off guard by the sudden question.

"Huh?!... Eddie you scared the shit out of me, I thought you were someone else. If you are wondering about the stars, we use em for navigation. That bright one is always in the North. They say it's fueled by the souls of your loved ones, which is why it always stays lit--to help you out when you your ship gets turned around by a current of mist... Anyway, I gotta head to the baths to wash all this blood off."

Armstrong's neutral party for Hx purposes, I guess. I'd like to write down one of Canary's NPCs as the third informant. Probably Gull, the inappropriate and observant medic.
From all their descriptions I'd say, Armstrong knows and dislikes Phoenix for them being spoiled and thinking they know what's best for the people, and also Mocker, because he obviously doesn't get along with greedy cynics. Possibly gets along with Parro and Dodo though. Come to think of it, this Parro guy, is he fair to his workers? Or do they complain about him?
And how would Canary react, if Armstrong were to criticize members of the Blood Sparrows on air? Is that betrayal or fair game?

Right, it's not really neutral. It's more like you live in Canary's holding, so he knows a bit about you.

Gull would be a good informant, but he's probably got some kink or hobby that he uses for payment.

Phoenix is interesting because while she is a self-righteous asshole, she's the best person to keep all the bickering farmers in line. Mocker is on the other end of the asshole-spectrum, since he seems like he gave up all his morals for money.

Parro runs the manufactory very close-knit, so if they gripe it's in the same way that families bicker during the holidays. They all look out for each other, and Parro goes out of his way to right any wrongs done to his workers. Dodo is a radio operator, so I can see you and her getting along swimmingly.

Betrayal would be actively working against the well-being of Atlas Terminal, trying to kill Canary or higher ranking members, or trying to stage some kind of revolution. Criticizing the Blood-Sparrows is fair game, since they probably deserve it. Most of the population is decadent or perverse in some kinda way, so the gang is no different. Sometimes they abuse their authority, take out their aggression on civilians, or even fight among themselves.
