The Story and Description of Fuller City

Two years ago scientists identified the asteroid XT97. The celestial body was projected to be on a path that would take it very close to Earth. Later, the asteroid was named Prometheus because it was believed to have originated outside our arm of the Milky Way, and by observing it scientists hoped to learn more about our galaxy. When it was about eight months out observers began to worry about its trajectory, saying that it was coming very close, possibly colliding with Earth and, due to it’s size, causing catastrophic destruction, perhaps extinction level destruction. Scientists assured the public that would not happen, offering counter theories to all claims of danger. Four months ago the asteroid split into two pieces and scientists assured the people that this was a good thing and that the two parts had knocked each other off course completely. Two months Scientists announced that a miscalculation of the core makeup of the asteroid had proven all of their calculations wrong and that the smaller portion of Prometheus was going to impact the Earth. The world governments however announced that they had been secretly planning for just such a contingency and were prepared send up teams to destroy the threat before it could come to Earth. They launched immediately and seven teams, each consisting of six individuals left Earth on a mission to save it. No one knows exactly what happened up there, strange radiation from Prometheus blocked direct communication. What we do know is that the planet was saved, but there were complications. One team vanished without a trace before reaching the asteroid. Two teams were lost when a malfunction of their equipment caused explosions. After the nuclear payloads had been delivered two other teams were unable to take off again. Efforts were made to rescue them, but the asteroid reached the "Point of No Return" before they could be retrieved. The remaining two teams were forced to flee the asteroid or die in the explosion.

Prometheus was destroyed, blown into billions of pieces that mostly burned up in Earth’s atmosphere. Several large chunks remained however, and one was pulled into our planet’s gravitational field. The piece was not big enough to wipe out life as we knew it, but it was capable of devastating destruction wherever it landed. The world breathed a collective sigh of relief when it turned at the last moment and headed toward Antarctica. All research teams at the pole were evacuated and despite the ecological damage it might cause, no human lives were immediately at risk. Six weeks ago the final piece of Prometheus hit our atmosphere, but rather than crashing into the icy continent, it exploded. The resulting shockwave was beyond what anyone could have imagined. Cities in the Argentina, Chile and New Zealand suffered massive damage from the shockwave. Thousands of lives were lost and their infrastructure was basically crippled. Windows as far north as Johannesburg were shattered. The sound was recorded as a faint rumble in Northern Europe. Despite the destruction the world was relieved to be alive. Then "Prometheus’s Fire" came.

A wave of radiation emanated from the asteroid and bathed the entire planet. The radiation was so alien that scientists could not explain it. Rather than injure living organisms, it seemed to bolster them, giving them new strength and resilience. The impact on humankind however was vastly different. It caused immediate mutation of the species. Every single human on Earth was affected in some way. For many the change was so small it almost could be overlooked. Eye and hair color changed to naturally impossible hues. Vestigial tails, skin flaps or extra functional digits are very common. Some people grew in height or shrank. A small percentage however gained more significant mutations. Scales instead of skin. Enhanced senses and/or cognitive abilities. Still others became truly different. This small percentage, 5% worldwide, became something...superhuman.

In the last six weeks the United States has scrambled to cope with the changes. They have not been altogether successful. Much of the nation is under siege by superpowered individuals. Luckily they have a little help dealing with these threats. Of the two teams that came back from the Prometheus Mission, one has developed amazing superpowers. Their abilities put them on par with gods. Supersonic flight, invulnerability, mind reading, x-ray vision, and the ability to survive in any ‘normal’ environment unscathed has allowed them to deal with several threats that popped up immediately, but they can’t be everywhere at once. In an effort to combat those who have gone mad with power, or at least are using it to further their own nefarious plans, civil authorities have begun recruiting exceptionally gifted individuals to work as law enforcement agents. A ranking system has been put in place to categorize individual powers. Alphas are individuals who exhibit great potential and extraordinary ability to serve. Beta level mutation are those that can be employed creatively to get the job done. These two levels belong to the 5% of truly superhuman individuals.Gamas have unique gifts that are beyond previous normal human standards. Deltas consist of all the rest, the portion of humanity that were not gifted with extreme changes. Finally, the Omega class individuals. These individuals have massive power that could threaten whole city blocks if they chose to act in nefarious manners.

Player Characters are individuals that fall into the Alpha and Beta class of mutations. They have been recruited by local authorities to help out with the threat that these new gifts could impose. They have been fully deputized and are officers of the law. Unfortunately because it has only been six weeks since Prometheus’s Fire changed the world, there isn’t a lot of organization. You are allowed to keep your identity secret from the public, but the government knows who you are, they can’t have agents running around with completely unknown identities. Plus, if they don’t know who you are, they can’t pay you.The pay is pretty significant too. Or will be as soon as the funding comes in. The authorities realize they are asking you to risk life and limb with this work and want to pay you for it. You can maintain any civilian employment that you desire, but they expect you to prioritize police activities over whatever else you may be doing.


Fuller City - You all make your home in Fuller City, a contemporary, modern city found in the United States upper midwest region. (Specifically, it is located in southern Michigan on the coast of Lake Michigan in the area of Sawyer and St. Joseph is in our real world, but that only matters if you need an exact location.)

FULLER CITY
Fuller City is divided into 5 Districts. Each district is composed of many different individually zoned areas, the districts are just a general geographical region.

The Waterfront: The largest district in the city and the oldest. This district reaches from the southern edge of Fuller City to the northern district of Brendon Bay. From the water it extends about 10 city blocks eastward. Within this district you will find the most diverse assortment of neighborhoods and businesses. To the south it is all docks and warehouses that service the industrial areas. There is one residential neighborhood in the area called "The Swamps" that is struggling to eek out an existence. Considered a slums by most of the city it has a lower elevation and is prone to flooding during seasons of heavy rain. To the north of the warehouses is "The Wharf" an area where the slightly more affluent shop, eat, and store their personal watercraft. This is also the district that most organised crime in Fuller City is based out of. At least the older families.
Brendon Harbor: This district makes up the northernmost area of the city. It is also home to the socially elite and wealthiest citizens of Fuller city. Million dollar old-money mansions sit on palatial estates around the exclusive bay that juts inland from the Great Lake. Surrounding them are the new-money million dollar "McMansions" that couldn't socially maneuver their way in to the harbor front areas. The "McMansions" do claim the area north of Brendon Harbor where their homes can since again reach the waterfront of Lake Michigan. The district extends east and forms the northern border of Fuller City proper. To the north suburbs composed of middle class residents are forming to fill in the needs of the Brendon citizens that find going south into the city tedious or beneath them. Crime and vandalism has been on the rise in this district since the arrival of Prometheus. Many believe it is the work of lower class individuals attempting to use their new powers to steal from those they feel don't deserve what they have. As of yet only three arrests have been made in connection with robberies in the Brendon Harbor area and only one suspect has been a resident of another district.

Uptown: This district is home to the most corporations in the city. You will also find all of the banking and stock trading here. This district has been the heaviest hit by metahuman crime as people who now find themselves with the power to lash out at what they perceive to be greedy corporations are doing so. A few companies have even begun their own private recruitment of metahumans to combat these threats. Residences in this district are rare and expensive. Consisting mostly of condominiums and loft apartments. A few townhouses can be found in some neighborhoods. The people that live in Uptown are mostly wealthy singles and those few people with families who can’t give up city life. As mentioned most of the businesses in Uptown are related to high finance in Fuller City and connect it to the rest of the world. Additionally you can find the businesses that support the financiers in their daily lives. Uptown boasts several five-star restaurants, it has its fair share of dives, and everything in between. Dry cleaners and clothing stores do brisk business as well.

City Center: This district can be called the nerve center of Fuller City. The Mayor’s Office and residence can be found here, along with all the city government buildings anyone could ever hope to find, and many that you wouldn’t want to. There is a state run medium security prison located in the southeastern portion of City Center. The prison serves more as a way point for criminals being moved between facilities, but lately has been having overcrowding issues. This district is perhaps the most diverse in the city having businesses of all sorts, the government offices and residences. The homes in City Center are all characteristically small, but they range greatly in price. Project housing can be found butting right up against fancy gentrified condominiums. Crime in this district has not seen a great increase like some of the other districts have, The popular theory is that it is because crime is fairly common, no one has noticed the increase, and the issues in Uptown and Brendon Harbor have drowned out the complainers.

Southend: This district makes up the southernmost territory of Fuller City. It is the largest and most densely populated. This is where the normal folk of Fuller City live. There are a number of parks and green areas, but you can’t really escape the noise of the city. Crime here is an everyday occurrence, more so since Prometheus came. gang members now have extraordinary abilities that let them terrorize the citizens with more efficiency than ever before. The highest incomes found in this district are upper middle class. Anyone who can afford better gets out at the first chance. Many people leave for the suburbs that surround Fuller City, preferring to extend their commutes to work rather than sweat it out in the overcrowded neighborhoods of Southend. Several investors have attempted to come into Southend and revitalize it. All have met with failure. Sometimes the citizens of Southend see the works as gentrification that will drive them out. Other projects just can’t get the public support they need to get off the ground.
