The Setting is modern day Los Angeles. To make navigation easier there will be main areas in the city to travel to.
These are:
The Projects: This is where families live that are not well off. The racial makeup of the projects is quite diverse, spanning different heritages and species. The common denominator is there is not of social mobility or opportunity to better one's self through typical or legal means, barring some type of extraordinary occurrence. As is seen in a lot of places petty and violent crime run rampant with a majority seeming to be random, with few examples of organization beyond street gangs.
The Suburbs:
Many working and middle class families live and operate in the suburbs. The racial make-up tends to be mixed well though humans do make up a majority while few elves are present, though there is a growing number of non-humans taking up residence. Crime is not hugely visible though there are times when drugs, domestic disturbances, and home robberies occur. Growing up in this area granted the most social mobility as it was seen that you could work your way to the hill, or you could stumble and fall to the projects.
The Hill:
The Hill is where the upper echelon reside. Big business, celebrities, and old money are par for the course. A majority of elves, and a good number of humans reside here. There is a feeling that once you are able to reside on the Hill you've made it, and your children have made it. Any and all business that can be kept within the hill or similar communities around the world are kept here. This is a community that tries to insulate itself from outsiders, but individuals with certain acumen, skill, or enough cash are absolutely able to buy their way in. Crimes here aren't published but undoubtedly happen behind closed doors. These crimes tend to either be of the white collar variety or are more dubious for those living in the projects and the suburbs. Anything that may disrupt the status quo is dealt with by means of brutal efficiency.
Industrial complex/Docks:
This is where goods are produced, imported, and exported. Here is where those from the suburbs and the projects tend to earn their living, and bureaucracy rules the day. There isn't meant to be many domiciles here in an effort to prevent crime from gumming up the machine, but this happens to be the source of just as many elicit goods as legitimate ones. As it's centered near both the Underground and the projects, many times violent confrontations spill out and end up in this part of town. As this can halt productivity many business owner from the Hill hire and outfit their own security forces to protect their businesses.

On the far edge of the Industrial complex, sharing a border with the projects is the Underground. This is almost a full town of ill-repute. Residents of this shanty town are considered the lowest of the low, and feel like society has given up on them. They carved out their own living space and means of survival. Violence is the rule of law and vice is what drives their micro-economy. Anything of a dark nature can be found here and many have lost loved ones to this place. Magic has a wild, experimental, unrefined presence here. It was once part of both the Industrial Complex and the projects but after a botched heist the very ground of this area was imbued with a plague like presence so the only means anyone has for survival in this area is the underground catacombs that are present the predate most of the town.

It's central location means that officers and troops of any type can be dispatched to any other part of town within 10 minutes. Bureaucracy and Politicking run rampant here as the military, local police, and federal police all occupy this space. Because of this many citizens feel like there is not an efficient presence of any of the three anywhere.
