I just noticed Pavel wasnt in Edouard's web yet, does that mean that him calling for help brought him into the web and created a debt for it?

I interpret "coming to you" as physically doing so to ask you in person. As such, they physically "enter" your web in order to approach you (think of yourself as the spider at the center of the web). I feel phone calls, text messages, chats, DMs and e-mails are too impersonal for your web to be activated (as I think doing so would activate your web way too often).

Okay, cool. Two things though.

1) You need to have two debts with the city worker who spotted you trying to break and entering in the sewers and not only let you go into the sewers, but also did not called the cops on you.

2) You did not called a Debt with Edouard since you did not mention why Édouard owed you like what the rules for US demands. So that Debt still stands (and when you have 2 Debts with someone, you call them 1 at a time).
