This concept has some good potential. I'd point to the Power Themes...Super-Transformation makes sense, and you might want a second with Electricity Projection. The first one is free, the second costs a point. Super-Transformation means you spend an action to get transformed but if you aren't powered up, you don't register as having powers. But if you want cybernetic limbs in normal form that have some power, that can happen.
The powers he has in normal form are enhanced strength but only in those limbs, and his left arm can convert matter into energy and vice-versa, which is usually just used to transform himself.

If I want to be on the nose about the most irritating possible rival for Vitrius, it would be (for lack of a better name) the Leroy Jenkins. I envision this character having some kind of minor power, like super speed, or a weak blasting power. However, their real power (possibly modeled by precognition?) is sheer impossible dumb luck. They just kind of blunder in, doing whatever feels best at the time, and somehow that ends up being exactly where they need to be and doing exactly what they need to do. Like, they'll be running along, fall down a manhole, and suddenly end up next to the secret bomb that the enemy planted. Vitrius would loath such a character because the constant chaos around them is impossible to predict or plan for.

Effectively, this character is effortlessly everything Vitrius tries to be. They do most of the stuff that Vitrius does, but they clearly are doing it because that's how they are, not how they should be

It'd also be a crazy fun character to play, in case Vitrius didn't work out

Heh, that sounds pretty awesome, would be fun to play against at least. I think a couple people who might be good rivals for El Toro. Firstly someone who's basically a dark mirror version of himself, "The Troll." He's also a prankster social media type, but more mean spirited. Someone who's purposefully controversial and click-baity and a bit of a giant asshole. I'm thinking his powers would be telekinetic, or at least grounded in the real world unlike El Toro's.

As far as my powers go, they're illusions, but they're not just in people's head. They have to be filmable after all. So really everything he does needs to be about sound and light manipulation. If he visualizes something he can make the photons in the area behave as though it was there. I'm thinking small effects he can manage almost unconsciously, but the bigger or more complicated the thing he's trying to create, the more of his concentration it takes. If he's creating a room full of people, he's got to keep each person and all of their actions in his mind. Nothing he creates has any physical substance though. He couldn't make a chair for someone to sit in. I could see other ways he could use those powers as well. Becoming invisible and silent is just an extension of creating an illusion, it's creating an illusion of an empty space. Deflecting a laser beam probably wouldn't be difficult for him either.

Sounds like El Toro should start with Illusion (I'm traveling so i can only reference the SRD right now). All the Enhancements seem appropriate, but specifically Full Sensory overload. Then Invisibility. I'm not seeing a power for Silence specific...but i think asking you to spend a stunt and treat it like Invisibility for sound based tests. So basic Silence would be a +2 to Stealth vs hearing you.

I agree that the power of Illusion could allow you to tey to defend against a light based attack, however, the question becomes what skill do you use? Illusion is tied to Decieve and Illusion to Stealth. If you want to use Decieve or Stealth to defend it would require another stunt because those skills don't normally Defend.

So without that last stunt, you would still use Athletics to dodge the attack but you could describe bending the laser away from Toro. Comes down to the skill you want to employ in the situation.

To address you earlier question about describing what your powers can do, I think you are good unless you want to get more specific and limited. The great thing about Fate is it is a conversation. If you think of a new way to do a thing, ask. Likely I will let you or ask for a roll for the character to fugure it out on the fly. Once he does it once though it will be as an arrow in his quiver and the future rolls won't be to figure out the trick, but to use it successfully in the moment.

This is obviously up to foolsmask as well, but venture city is also relatively friendly with leaving some aspects of your power unknown and open to adding/changing in the future. Like, you could take illusion and it's enhancements now and leave the rest of the stunts up in the air. Then, at a moment while we're playing you feel like your character *should* be able to do something but which isn't supported by your current power, just add the synergy to your sheet, use the power, and then you've discovered a new capability.

Again though that's up to foolsmask whether that's allowed. I've also seen spending fate points to temporarily perform things that aren't currently allowed by the power, but could be justified as a synergy. Effectively you spend the fate point to "borrow" the stunt for a scene. It's kind of nice in that it'd let you try different configurations before settling on a final one. If you find yourself "borrowing" the same stunt over and over you can just add it to your power permanently. Up to foolsmask if he wants to allow that since it adds a lot of versatility to players.

I had not thought of that naelick. It is a good point. If you have left over feebie stunts you could spend them in this manner, after the game has startred when an opportunity to use the new power makes sense.

I like playing this way because sometimes I'm not sure what exactly the power does beyond a vague idea, and it avoids accidentally picking things that aren't relevant in the world

I'm thinking Will might be good choice. If I'm deflecting a laser, that's really more of a issue of me being able to muster enough power. I'm not being deceptive, I'm not being stealthy, it's a question of can I illusion hard enough? Plus will is already used as a defense for mental attacks at least, so it's a smaller hoop to jump through. But yes, "power over photons" can potentially cover a huge swath of abilities, better to nail things down as they happen. Can I microwave a burrito with my mind? Won't know until I try it.

Consider energy absorption/energy blast, possibly reconfigured to use will instead of physique, with the fluff that it works for light rays (I kinda picture him making an "illusion" of a big magnifying lens and cooking things as well)

Sorry, I had a long couple days. Slept in a bit then had family stuff to do all day today.

@Cato...let's see a work up of what you have, then we can tweak the details if we need to.

Anybody else have questions I can answer? What do we need to move forward?

@foolsmark does everything look ok with my character? There were a few assumptions I made, namely that for telekinesis, my zone and adjacent zones would be about 100 ft, and that I can take a super sense to detect glass. The ability to tell the properties of a piece of glass felt like our was minor enough to just assume, but maybe I should take a stunt for that?

And more importantly, is the tone of the character ok? I'm worried it might be more serious than you wanted. I wouldn't feel bad if you rather I play something more lighthearted

@foolsmask I guess I could ask the same question as naelick. Does everything look good for Echo? My character sheet is mostly just rules written down for reference, so would it be helpful to have a character write-up like naelick?

@naelick - Your character seems on track. If I counted right you used 2 Refresh? That's fine, just looking at the accounting side to make sure I'm tracking all the important details correctly. The story is fine, I'm planning a little flexibility between "serious drama" and "4-color action" in the story. So we should be good. You have those few details for Special Effects to work out, looking for suggestions? Overall good. Get it on a Gamers Plane sheet and submit it.

As for the zones, those are always flexible, even with your Super Senses, but you have the right idea in general. The Super Sense is fine for observing properties of glass and glass like objects as you have outlined. It is specific enough that it isn't over-reaching. You might have to get creative on how that sense helps. There won't always be clues related to glass is what I'm saying, but if you ask the right question and get a good roll every now and then, who knows.

@Reaper1998 - Your stats look great. I would love a character write-up in whatever style you want. naelick's covers details well, but you give me what you want. Details about personal life and attitude are good. I'm going to try to tailor the stories to fit your PCs.

For the super sense, I was hoping I could track people in my radius, by giving them a piece of glass or hiding one on them. That way I can track friends, enemies and civilians, to avoid any accidents (attacking with flying glass being inherently dangerous). As far as like, analyzing a crime scene I don't expect it to help a ton.

Yeah, I'm still kind of struggling with the special effects. I also wasn't sure if I got two free per power, or two free in general. If it comes down to it I'll just pick whichever two

I could see your PC creating a specific kind of glass, something not commercially produced on a wide scale and using that to track people. It wouldn't be automatic of course, you'd still make Notice rolls, but with Super Sense you'll have the ability to track someone, like a Scent power.

For effects you do get two free per power. Since Super Intelligence is your base for the second set...I see three good possibilities. Mental Recovery (he's smart enough to shake off the effects of mental attacks), Extra Action (He is smart enough to work through two mental tasks at the same time), or Inflict Condition (He reads someone so well he sees the flaws in their plans...the Aspect added could be something like Chink in the Armor, Flaws Laid Bare, or Playing Checkers Instead of Chess, as generic examples)
