So, me (again!) and bowlofspinach continue to pair up in search of a truly GMless game (mostly me, bowl is just having fun).
The idea is to try going for a futuristic game (most likely cyberpunk) and so I wanted to start checking if there would be any interest on GP to try something like that. We'd be looking for players that would like a shot at GMing or GMs that miss having their hands on a PC, basically players that are comfortable driving the story forward. "Magic" is allowed, so if you'd be more comfortable with fantasy settings, we can work out how to convert your ideas to sci-fi.
The starting point is that the characters are running away as refugees. Regardless of their previous backgrounds, they will all be **pretty** low level (they are the low life with low tech!)
I'm putting up some rules together based on basically all the stuff I've been playtesting so far... You can imagine an RPG with "mini-games" for the setting ;) Just to be clear, though these rules have seen some use, this is a playtest so, as per definition, it will likely be unbalanced and broken.

The game is structured in phases. The 3 first phases define what is happening and the 4th phase will be more of the traditional adventuring type:
1) Narrative and Setting: The first phase is a free-form and is basically when players suggest details to add to the setting.
2) Factions and events: The second phase has its own quick action-reaction resolution rules to determine the interactions between major regional players.
3) Group and contacts: The third phase is not as world building as the last two as it focuses more on the NPCs surrounding the characters. It is used to determine what sort of challenges the characters' contacts are facing what the "down-time", acting as a link between the major events and the characters' quests.
4) Adventure and Quests: This fourth phase is a more traditional RPG where players pick a character and go about solving problems, possibly within the context of the previous phases (which happen simultaneously to guide the adventure). The idea is to have this as mostly "1-roll encounters" so the game doesn't get stuck at this phase
