What are the breakouts with +1? Are they a special roll scenario? Are they like extra bonus, like Proficiency?

If your character is particularly good at an aspect of an ability, you can create a breakout under that ability at a base bonus of +1 (and they follow the standard rule of having no more than 10 points issued at character creation). Think of breakouts as specializations. For example:
Android Detective 18
-Top Tier Forensics +2
-Investigation +1
In mechanics lingo, this means if you were to use your Top Tier Forensics ability, it would be at rank 20. Breakouts have the benefit of an immediate bonus and eclipsing rival abilities of NPCs or other players which may be more general or broad; however, they can't be used to augment other abilities (but augments require their own explanation!).
