I was thinking of using the Spectaculars RPG. It has a series of questions that will help fill out the world and the tone of the setting.

First series of questions comes here. Once we have these answered, I have a second round of questions as well:

I am open to any timeframe, but if I had to pick, I would pick 1990s.

Okay, here are my thoughts. I'm kind of going for a grim dark setting here. I'm thinking there was a cataclysmic event that lead to hard times for the city. Perhaps an autocratic government that is the main antagonist? Maybe said cataclysm is what caused the superheroes and society is really against these super powered guys, but they just keep cropping up and society is still trying to figure out how to deal with them.

@HeroAmongMen, you imagine a city that is anachronistic. how so?

Time period: Either 1950's or 2100's. I like my fantasy's to be far removed from reality.

City: I'm fine with a fictitious city

Notable city Feature; Scarred by Disaster

Two or three words; Dystopian, Run-down, oppressive

Superhero frequency: all the time

Villain frequency: villain of the week

How do the public feel about superheroes: These so-called heroes are a menace/Respected Warily

It could be 1950’s, but perhaps still holds to a standard of the past. Maybe the economy and political mentality still holds to WW2 or Great Depression. I’m thinking similar to how they handle it in the game Fallout.

Decade: I’m easy. I guess either long past, distant future or current era would be best. The in betweens like 70s, 80s don’t seem too interesting.

City: Fictional.

Distinct: The Rift or the Disaster both seem good.

Run down. Dangerous. Sprawling

How common: We cross paths from time to time.

Villains show up every few months.

General Public: Respected, but warily.

Authorities: Theyre a menace.

Media: Fear mongering.

Supers die: All the time

There's no reason the rift couldn't be the disaster. Maybe tot wiped out the old city and now there is a new city surrounding it built by refugees who still want to live there and a government who wants to study it

So how about something like this:

So the year is 1954 and the place Meridian City. It is aptly named, as not only is it placed right on one of the meridians, but also on the prime meridians of some mystical force. While not many knows this, this is the reason behind the higher density of superpowered individuals. The city is still reeling from a catastrophe in which a rift opened to some strange other realm.

The rift opened in the financial district, throwing the city into economic chaos as well as brining in the army. They built a base around the rift, where they keep a constant vigil. Though often things come through that's too much even for the army. Still, they refuse to rely on superpowered beings, and instead try to created more and more powerful weapons.

In addition to the monstrosities that come from the rift, they have to deal with super villains that want to utilize the rift energies for their own nefarious purpose.

Maybe fight some military too.

Iconic Skyline Feature: "The Rod", which emits purplish-greenish vapor into the skyline

Sports Arena:

Tallest Building in the City: "The Rod" (shortly after the event leading to "The Schism" being formed, the military put up a very tall, solid spire. There are rumors as to what the spire is made out of, but it constantly emits this purplish-greenish vapor, which wisps between 10-15 feet from the spire. Rumors are that it funnels the rifts energy much like a lightning rod channels and grounds lightning, but that not knowing could be a good plot point?)

Other: Meridian University (university and medical school in the heart of "The Schism"; during the catastrophe, Max was able to help individuals affected by the rift opening up).
