The wheel? Very interesting! Am I correct in assuming that once I plug in the numbers in order that I can then rotate the wheel to change stat values?

The WHEEL!

That is how it works. You can spin the wheel to move those scores (which themselves remain in the same order) to the various stats (which are also in order relative to themselves). I keep hoping to find a tool online for this...

The source I pulled Gnomes from didn't list any Thief Skill modifications. I imagine they're a cross between Dwarfs and Halflings. If you go that route, I'll slap something together.

For the record, old-school gnomes are my favorite.

That's what I was thinking as well. I used the halfling thief skills table for my build, seems good enough in a pinch but if you wanna tweak the values just let me know.

Yeah gnomes are great, always been a fan. I'm still flip flopping between gnome girl or halfling guy unfortunately... Trying to focus the vision.

How does this look? Halflings have 35% higher than humans, Dwarfs 25%, and Gnomes 30%. I'm open to suggestions. And I was definitely debating between higher move silently and hide in shadows.

Looks right to me, tinkerers by nature so high delicate tasks, can't be tracked in their native environ so high hide in shadows, makes sense.

PS you linked int rather than con to resurrection survival chance on the sheets, just a heads up.
