Practiced for a weapon means competent to me, you know which end to hold the weapon by and sharp in goes in the other guy. Not practiced in light would mean a step up for the Task level which cancels your step down benefit for using light.
If you're only trained in light you're at +1 Step up for Medium +2 for Heavy; if you're the odd one who doesn't train in weapons I guess +1/+2/+3 to tasks using light/medium/heavy weapons.
Trained for weapons would be skill based bonus like Trained in Light Piercing Weapons would drop a task down one due to being trained (very competent) plus if you're practiced you'd be at two steps down since Light weapons drops a task level by one (I think it was done for balancing since you're doing 2 damage).
