This cloak is speckles with tiny points of light that you can dim or brighten to create dim light in you immediate area as you wish. While wearing the cloak will-o'-wisps are indifferent toward you and will not attack you unless you threaten or harm them. Once per day you can use an action to activate the cloak for 1 minute. While active your form is shrouded in light so that you appear as a will-o'-wisp and are randomly teleport to a nearby location at the end of your turn. Whenever you vanish from your current location, a will-o'-wisp appears in the space you just left. The will-o'-wisp will not act unless attacked or acted upon. If it is attacked or acted on it will either flee or attack the first thing to act on it, as directed by you via mental command.

Perform a standard 2d6 Test to successfully read the scroll. When successfully read, the magic of the scroll takes effect, and the scroll turns to dust. If the Test is failed, the magic is not invoked and the scroll is unaffected.
You have mastered a few arcane words. Test to craft spell scrolls using words of power, failure requires you start over. The more words combined the greater the effect and the more costly the scroll and longer it takes to craft. Spells crafted only using mastered words tests at advantage.
