Yes. You know that for several hundred years, Caer Tan has ruled the realm and subjugated the world under its empire.
You would also know that for the most part, current citizens are content enough to let things be the way they are, and aren't interested in breaking the status quo. Much of Caer Tan's teachings have worked their way into the education of the young, and many older folk lack the strength and conviction to join in the resistance. It doesn't help when some of the ruling class and upper nobility, in selfish acts of preservation, bent their knees to the dragons.
Of course, Caer Tan eliminates her rivals through subtle means as well as overtly. When quiet political pressure doesn't work, the armored boots of the Shattered Soul or the Thurlahvu tend to make quick work of any opposition. As such, most individuals eschew thoughts of armed (or unarmed) rebellion, and this is something that the Pale Deva are working to correct. We can assume that your characters have "seen the light" and have bought into the ideals of the Pale Deva, and are attempting to bring the hope of a new and brighter dawn to the realm.
As for your handler, unless we have discussed otherwise, you have never met Rhiann Vequaniel prior to entering the Arcadian Rose. You were only given a name and a passphrase, and the idea that you would be a member of a team of Pale operatives. It would be a safe bet that the handler would arrange missions for you to undertake, but any further details have not been disclosed.
