Frightened SheK dares not get any closer to it. She decides to flood room area with blue coloring and try to paint it.
OOC:
SheK casts Fairie Fire slot level 1 in the things area. DEX DC 15 to avoid being painted. SheK is concentrating on the spell.

GM: When do I roll or the frightened condition ends?

Unnerving Mask
When a creature the devil can see starts its turn within 30 feet of the devil, the devil can create the illusion that it looks like one of the creature's departed loved ones or bitter enemies. If the creature can see the devil, it must succeed on a DC 14 Wisdom saving throw or be frightened until the end of its turn.

For flavour, I changed it to greatest fear. Once your turn is over, the condition ends.

37 looks at the obelisk, then to this chained skeleton, then back to the obelisk. Having seen his companions attempt to scatter from this thing, 37 turns fully to face the softly glowing skeleton. "Who or what are you, and why are you here?"

Without really waiting from a response, the constructed man lets his lightning loose!

37’s lightning is nearly blinding as it lights up the hellish skeleton before him. In the midst of the electricity, the skeleton’s green aura and the blue of SheK’s fairie fire flicker and dance in a mesmerizing display of colour and magic. Through his true sight, 37 can clearly see a writhing, demonic creature lives within the skeleton.

As this is happening, the chain holding Vice tightens and its barb dig deeper into the little gnome.
OOC:
Vice, you take 4 points of damage at the start of each turn you’re restrained. You may use your action to attempt a DC 14 DEX check to escape.

Vice is up, with the Skeleton on deck.

Vice decides that ending this clown/jailer is the most important thing right now. Struggling against the chains, he manages to let a chakram glide.

assuming I can still attack twice while restrained. The faerie fire advantage cancels out my disadvantages right?

The first chakram strikes the skeleton as the electricity fades, but a chain whips out and knocks the performer’s second blade to the ground.

The ghastly figure then ignores the tied up Vice and circles around the fallen pillar to 37’s right. He seems unable to get any closer. Two chains lash out from the skeleton’s arms at the Warforged. The first chain tears through his armour into the fibrous tissues beneath. "It’s Kassel…", the figure says as he cackles in delight. However, his pleasure is interrupted by something unseen and the creature shudders causing the second chain to miss its target. 37 finds himself bound to the skeleton by his chain

Peldan hears his name and screams as he frantically tries to send two blasts of eldritch energy towards the figure. They impact his shoulder hard from behind.

Vice hopes to distract with a quip, hoping to spare his allies some pain from the evil chain-wielding clown. "Oh, another chain attack, very creative."

Not to get too metagamey, but I'd like to use Silvery Barbs if it keep 37 standing. Passing the advantage to 37 (although I know it doesn't stack)

With the fears of the undead/demon have swept past wounded SheK, fey her is feeling more of that killing anger. "Damm. It is really ugly." She quickly rushes it and starts working on it with her faithful warhammer but she is still feeling the terror earlier. Then fey touched her vanishes with an arcane word leaving only a red shred of her hair falling to ground and reappears safely further away from it and her slow shadow catches up. She made a hit and run attack. Combative her now has a clear view of the needed obelisk.
OOC:
1st Attack with 14 for with 14 damage, 2cn attack with 10 for 9 damage. Bonus cast Misty Step from Fey Touched. Reappear at I6. Concentrating on Faerie Fire. 29/44 HP AC 15. Dice Lord hates me.

The skeletons chains whip through the air, preventing the half-orc’s attacks from landing a single blow. He pulls tight on the chain connected to 37. The sound of cracking wood can be heard beneath the warforged armour.

As the Warforged electricity courses through Kassel, he stumbles, 37’s true sight shows the visage within begins trying to pull away. Seemingly unable to do so. "The Blood of Vol was too weak for my ambitions.", his voice now hoarse and haggard, "The Emerald Claw promised more. This prison is the closest I could accomplish to immortality…"

37 can feel a slight slack on the chain, "Your souls will feed him nicely… his doubly so…"

By RAW, only if you have a bonus action attack of some sort.

Majunior is correct, unless you have an ability, the offhand attack is only when you use attack as your action.

Cunning action and Second wind are still available in your bonus actions, or free actions, like closing doors...
