The cities of Caer Tan: Caer Tan

Herein lies information about the current political arenas within the empire of Caer Tan. This is public knowledge that anyone might know if they spent enough time remembering the names and places of the movers and shakers, though most common folk seem primarily interested in knowing who not to cross in order to continue their lives with less scrutiny.

It may help to think of the world as divided into five large and distinct areas, not counting the Underdark. All cities documented here are visible on the World Map.

Caer Tan itself claims the region made up of the Graywall Mountains through the northern glacial mountain chain of Dragonspine (which is not labeled on the world map). The Avatar of Tiamat, an ancient red dragon named Nergirsu, is the lord and emperor of the region and the conquered lands that bear Caer Tan's name. Nergirsu's home is within the Orm Volcano, which constantly vents ash and magma, and darkens the skies.

Geirsteskali, the City of Castles, is the capitol of Caer Tan and the empire. The dracolich Kharsamsu is the Prime Minister and governs much of the mountainous realm, reporting directly to Nergirsu. Below Kharsamsu are dragonborn servants that help establish policies across the empire:
* Gonusu, the Minister of Finance (blue dragonborn)
* Sila, the Minister of the Interior (black dragonborn)
* Ningal, the Minister of Justice (green dragonborn)
* Ahabiur, the Minister of State (red dragonborn)
* Inocritah, the Minister of War (white dragonborn)
* Ezesuuk, the Minister of Worship (green dragonborn)

Olindrfell, the City of Cathedrals, is the religious center of Caer Tan. While Ezesuuk is the Minister of Worship and the administrative head for the Church of Tiamat, actual governance of the city is done by Mammyl (blue dragonborn).

Ormdale serves as the connection and communication point between Nergirsu and his representatives; any correspondence delivered straight to the Fire Lord would need to pass through here. The governor of Ormdale is the red dragonborn Taanabi.

Ziri's Hold, ruled by the frost giant Damuzi.

Skelle Tower, ruled by the orc war-chieftess Lugdush.

Thunda's Delve, the City of Flame. This city contains a vast number of forges that churn out much of Caer Tan's military supply, and is governed by the fire giant Zolog.

The Exalted City of Baramunz contains several colleges dedicated to training in a number of fields. Dragonborn consider acceptance into the prestigious academies as a high honor and privilege, as graduates often achieve high-ranking positions in government or the military. While most students are dragonborn, some exceptional individuals of other races have earned attendance. The governor is the blue dragonborn Bummanai.

The Golden City of Cramor houses much of Caer Tan's treasury. The city itself was once a dwarven hold, conquered millenia ago by the chromatic dragons. The red dragonborn Nabuchuu rules this city.

Ambuchar, Bile of the East, is an ancient black dragon that lives in the swampy ruins north of Acfeld. He commands the ashfall regions from the Maha Waste down through the Desert of Thorns. His governance is aided by regents in the towns and citadels of the area, each of whom has complete control of their lands:

* Acfeld acts as the contact point between the region and Ambuchar. The black dragonborn Ayastal governs this city.
* The Tower of Mela the Warlock is so named for the tiefling that commands this area.
* Minas Celure was once a dwarven stronghold, conquered by the orc chieftain Otugbu, who claimed the citadel for himself and passed ownership down through his lineage.
* Aron, ruled by the green dragonborn Isamsuit.
* Higate, ruled by the human Tholas.
* Merdye Stronghold, a port city near the Sea of Alus. Ruled by the hobgoblin chief Jevith, whose warband conquered the city years ago.
* Vampdale, ruled by the orc warboss Mogorok.
* Tacot, ruled by the human Marget.
* Mostyn, City of Quests. The drow priestess Haera Keni holds governorship here, and it's well known that no quests have been issued in recent history.

Sumadea, Rime of the South, is an ancient white dragon that lives in the ruins near the southern ice cap, just east of Weebluff. Her region stretches from Caer Aiccan by the Sea of Steel and Caer Ilil near the Sea of Kato, through Caer Harbe along the Llandy Vale, until Tyne Vale and the Fangwood Forest, where it meets the Llino Woods. Her governance is aided by the regents in the towns and citadels of the area, each of whom has complete control of their lands:

* Weebluff, the City Beneath the Arch. This coastal fortress serves as the communication point between Sumadea and her servants. It is ruled by the white dragonborn Niadhogr.
* The Tower of the Fallen, ruled by the black dragonborn Mesheba.
* Hargelion, ruled by the orc warboss Ghuarg.
* Aermus Tower, ruled by the white dragonborn Arsinmuum.
* Bawold, ruled by the human Colishan.
* Frysor Stronghold, ruled by the yuan-ti abomination Vh'oudra.
* The Noble City of Brewold, ruled by the human Farleigh.
* Barad Sari, ruled by the red dragonborn Gorbolg
* Wayton, ruled by the hobgoblin chief Xazmes.
* Hrawold, ruled by the human Gabrien.

Alikil, Bane of the North, is an ancient green dragon. His region stretches from the Greenwyrm Vale and the lands above the Sea of Alus and the Sea of Stars, until Earntun and down to the Withered Woods. Alikil's lair is somewhere within the Cwmbrynmawr Vale, and his governance is aided by the regents in the towns and citadels of the area, each of whom has complete control of their lands:

* Heham, which acts as the contact point between Alikil and his servants. The red dragonborn Mevioth rules this city.
* The Shrine of the Fallen. This is one of the few cities that doesn't have a significant population, as it is whispered that the dead claim this land in the name of Dhiralun.
* The Tower of Marceline the Vampire Queen. Enough said.
* Ledon, ruled by the human Aezezor.
* Earntun, the City of Lamps, ruled by the human Dreda.
* Kegrove Tower, ruled by the oni Dreazig.
* Olinyand, ruled by the human Bricio.
* Lepool Stronghold, held by the hobgoblin captain Gaztakz.
* The Dread Catacombs of Nabaph, rumored to be under the control of a minotaur named Gnarreus.

Marganth, the Spark of the West, is an ancient blue dragon that makes her home beneath the waves in the Sea of Shadows. She controls the main seas surrounding it and is responsible for its aquatic defense. Many dragon turtles act as her enforcers below the waves, as well as a number of sahuagin and merrow tribes. Marganth is the only dragon that does not have direct contact with a surface hold; instead, a roving fleet of warships acts as her correspondence with the rest of the realm. Her governance is aided by the regents in the towns and citadels along the coast, each of whom has complete control of their lands:

* The Keep of Poison Tears, ruled by the white dragonborn Puaba.
* Wystone, ruled by the orc warlord Orgoth.
* Baford, ruled by the hobgoblin chieftain Gnirseld.
* Kegrove Tower, ruled by the white dragonborn Gavarenth.
* Gynli, ruled by the medusa Astrekh.
* Eglar, ruled by the beholder Nohrraz.
* Conno, ruled by the human Gytha.
* Evramast, ruled by the blue dragonborn Gamuli.
* The Catacombs of the Shadow Princess. This city is actually a network of underground crypts and tombs, and is the home of the vampire Lynanni, daughter of Marceline.

Nergirsu has assigned as his personal representative and right-hand, the dangerous individual known as Ohm the Unnatural. Ohm travels the realm rooting out rebellion and ensuring that the city-states and lordships maintain policies that keep Nergirsu in power. Ohm commands the Order of the Shattered Souls, and in addition to protecting Caer Tan's interests, are responsible for finding and eliminating any hint of metallic dragonkind.

Unlike the government of Geirsteskali or the religious party in Olindrfell, the Shattered Souls do not have a primary base of operations. Instead, they have quasi-independent fortresses scattered throughout the realm, acting as an immediate response to any threat, and serving as an extension of Nergirsu's military might.

* The Cloister of Shattered Souls, commanded by the green dragonborn Nunnazu. This stronghold could be considered Ohm's primary residence and main office.
* The Castle of Shattered Souls, commanded by the red dragonborn Buraha.
* The Stronghold of Shattered Souls, commanded by the black dragonborn Nocri.
* The Fortress of Kas the Betrayer. Named after a human paladin that joined forces with Caer Tan at a pivotal moment during the Battle of Merdye, the stronghold is now commanded by the red dragonborn Arsad.
* Caer Lemminor, commanded by the red dragonborn Angummum.
* Awtell Keep, commanded by the blue dragonborn Enkidum.
* Caer Ilil, commanded by the green dragonborn Ammetu.
* Caer Harbe, commanded by the black dragonborn Ninla.
* Caer Aiccan, commanded by the white dragonborn Bayorth.
* Minas Arbam, commanded by the red dragonborn Syrilth.
* Barad Sari, commanded by the red dragonborn Tulvir.
