The bandit won’t hve Favored Foe on it, so it’ll be 5 dmg.
I assume a 13 won’t hit the vulpin, but if it does 7 dmg.
Sorry for the confusion! Such a weird/arbitrary DMG rule to not allow a weaker hand to lead an attack.

The rule is odd sometimes, and most of the time doesnt come into play.
