A.E.G.I.S (Advanced Expert Group for Intervention and Security) is a government agency responsible for handling superhuman and metahuman threats. They operate as a regulatory body overseeing superpowered individuals and teams, often intervening in situations involving superpowered beings to maintain public safety and order.
A.E.G.I.S, as an organization, is characterized by a 'the end justifies the means' modus operandi. They are willing to do just about anything to protect the lives and safety of everyday citizens. Secret surveillance, blackmail, unethical experiments, collaborating with criminal organizations, false accusations, betrayal and subterfuge, preemptive strikes - and when all else fails, overwhelming force - all are tools they have, and will, employ to enforce their strict regulations over superpowered individuals.
The price of failure to control meta-humans is just too high - one small misstep, and New-York, or even the entire world, could go up in flames. A.E.G.I.S agents therefore think themselves morally justified to use heavy-handed (and underhanded) approaches; individual liberties must take the backseat when the future of humanity is at stake.
Despite their ominous reputation, A.E.G.I.S are willing to tolerate Superhero vigilantism, to some degree. They simply lack the resources to police every godlike being in the world. Instead, they focus on 'troublemakers', be they supervillains, or individuals they know are reckless or irresponsible with the use of their powers.
