... what do our characters think is the reason? (even if they're not right)
That one.

There may be grains of truth filtered from the answers. :)

Okay. One of his clients told Jacob this is because a powerful druid crafted a special ward around London, by setting magical stones in key places that would draw a circle against shapeshifters.

Rhiannon thinks it’s the city itself, too urban, not enough open space. Who wants to have to drive twenty or thirty minutes or take a train just to shift and enjoy being a wolf. There was that dumb American guy who came and then Hollywood made a horrible movie about it

Benji heard a rumour that the wolves were chased out of the city by a vengeful hunter with a vendetta against their kind.

Among the Mage circles, there are often talks about rogue mages who have fallen too far from their path of duty and knowledge. There was one such mage who called himself the 'Sharsmith'. He had formed his own cult of alchemists who researched werewolf blood. His cult had captured werewolves for long time and extracted their blood. The werewolves started hitting on the wizards, thinking they were behind all this and it came close to a full-scale war across the city. However, wizards came up with the location of Sharsmith and assualted his hideout and cult. Werewolves came to know about this and made an arrangement with the Wizards that they will declare a pack hunt on Sharsmith never stopping until he was fully slain and in order to fix things, the Wizard Circle must purge the city of all his cult. So, there are no werewolves in the city. However, this came from a journal record of an interrogator of a mad cultist of Sharsmith. No one knows if it is true. Maybe the higher-ups can tell, but they aren't saying anything.
