Its fay magic, and not subject to dispell magic as its is not a spell effect.

What flanking rules? I don't think there is flanking in 5e2024, but I might have missed them

It seems that there are no flanking in 2024. Weapon mastery ability does however provide new tactical options - and it works without a battlemap
