Transferring GM duties

I know that there is a way for GM's to assign new leadership to a game, but if the GM leaves with no trace, would it be available to give that title to someone who wants to take over the game?

Because I figured the system was too often to abuse (kick a GM out of his own game), I figured I'd handle GM transfers at a one-on-one basis until I could codify rules for it.
