Ranged attacks against Prone targets are made at Disadvantage, are they not?
Yep

Alright. I hear all of this. Bottom Line Up Front (BLUF): I'll accept it strictly for the sake of always erring on the side of the players.
But you are going to have to listen to my counterpoint appeal to the reality of what is going on.
That shot was taken from higher ground, firing at a downward angle at a guy that just got knocked off his feet, at a range of 15 meters max.
I've shot at my fair share of people and big game animals in my day, and I know this is true: it is easier to hit them if you are higher up in the air and they are lying down on their back.
Contrarily, this rule says that's not an easier shot, that's not even a normal shot, but that's a MORE DIFFICULT shot?! Simply not true.
That range Disadvantage rule is for same plane line of sight, where you cut off the angle for the shooter on the same level as you, making yourself a smaller target.
But I'm fine with the adjustment. Ez, there are 2 rolls there. Instead of taking the higher one, take the lower one. You can change any results or follow on as necessary if applicable.
