Full disclosure: I have a 5th level version of him in Dramasailor's nautical game. It might be more fun if the two versions were more than a level apart.
Next order of business: In my head, the Kestrel is a cargo vessel (with maybe a little smuggling on the side) that also occasionally takes on passengers (see Phillip). Think Millennium Falcon. If you combine Han & Chewie into one person you'll get Valrakas. BUT I'm flexible on that. What would you like the ship and its crew to be? Merchants? Privateers? Bloodthirsty pirates? Let's not be Navy, but anything outside of that is fair game as long as we all end up on the same page. Hash it out here.
I like the Millennium Falcon type deal best, though wouldn't be opposed to privateer or pirate vessel either.
Or how about explorers? We could be the U.S.S. Enterprise.
All WOTC published sources are acceptable. UA, ask me first (but I will say yes).

Khiiral comes from a noble house training in Sword and bow. He excelled in marksmanship but grew tired of upholding his family legacy and also bowing to military officials. He began to dabble in the arcane arts to infuse his arrows with devastating magic. He eventually left the recluse Elven Forrests and took to a life on the sea where he met his current captain.
I also like the idea of being smugglers.

If you're end up with results you're unhappy with, you can use point buy method instead.
I thought the only mistake there was some missing dice, but I see now you mistakenly rolled d4's instead of d6's.

Might I suggest Sea Elf, and we can call it a selkie. Wouldn't even be game-breaking if we gave you a seal companion.
I might (and I stress, might) eventually incorporate some of the mechanics found in Unearthed Arcana: Of Ships and Sea. If and when that happens, your rank on the ship might affect the game mechanics, but for now it's just for roleplay. So feel free. Currently, only Ian (The Librarian) has taken an unspecified officer's rank. The rank of captain is the only one unavailable.

1. How did you get to a WIS score of 20? Highest possible score with point buy is 15. +2 for Wildhunt. +1 from Observant. That gets you to 18. I know you spent the other ability score increase to get Mobile, so where are the two extra points from?

3. I see you have the stats down for a hawk familiar and a giant seahorse steed. What's the pegasus?
4. As far as I can tell, Road Bandit is a homebrew background, which is fine - PHB describes how to create your own.
5. Where'd you get this Moon-touched Scimitar? It's not granted by race, background, or class as far as I can tell.
6. No one has magic items yet. You cannot have the following items yet:
2 Potion of Climbing, 10 Marbles in clay with Continual Flame on them, Cast-Off Armor, 20 Potion of Healing (I know you can brew them, but let's start today - meaning you have 1 potion)
7. Interestingly, Grog was raised by wolves so I think you'll have something in common.
8. Can I convince you to not be evil? Her feral nature and indifference towards human life are already a tough fit for this crew's surgeon, but it can still work if you're neutral. To be honest it doesn't matter to me so much what alignment you put on the sheet, but I have concerns about how you intend to play her.
Mind you, these guys are not saints. We're definitely going to do plenty of illegal stuff, and will sometimes run afoul of the law. But we're definitely not bloodthirsty pirates either.
Let's talk it out (all of the above). I want to work with you so you have a character that you will enjoy playing, and one that everybody here will enjoy playing alongside. :-)
2) Forgot to get an avatar. Smile. Fix that fast.
3) Pegasus comes from Greater Find Steed. Same Giant Seahorse from Find Steed, and Hawk from Find Familiar. Summoned Images. Nice as you don't have feed or worry about them.
4) Road Bandit is a variant of Iron Route Bandit. Just alter in names mostly. Comes from Curse of Strahd originally. I liked it and seem to be nice for a background.
5) Made it a normal Scimitar. Not a problem there. The glow was neat.
6) Potion of climbing were listed as common buy items as well as Potions Healing. Changed the cast-off (specialty armor) back to normal, the marbles with continual flame are just marbles with personal continual flame casted on them. I reduce that to 1 as well as the potion of healing and removed the Potion of Climbing.
7) She likes animals so yeah that might be rather interesting.
8) Went evil due to back ground as a criminal type and all. Neutral is fine as well. Her respect for law is rather shot, but she isn't really chaotic either.

4. Good background choice. Works well narratively with your animal-loving personality. And the criminality and ambiguous morals fit in nicely with the crew.

6. You're right, healing potion is listed among mundane gear. New rule: potions are magic. You don't own a boatload of them (yet).
7. This crew has been together for at least a few weeks, and know each other fairly well by now. You've been on board for longer than most if you're an officer. Although if you want we could say the captain only hired you recently.
8. Yeah like I said I don't put too much stress n what alignment you put down. I just would like to avoid one character going off and murdering everything in sight (unless that was the sort of game agreed upon, but in this case it was not).

402 GP remains if my math is right and i didn't miss anything. He doesn't carry all of it, and typically on deck only has the pistol with ammo, rapier, and boarding axe.
I'd like him to have a pirate coat, but see no such thing in the gear list as well as a pair of sturdy boots.
What do you think, what else does a swashbuckling rogue need? (can I use the pistol? I mean it would make sense but dnd can be weird)

Orbiting Bro Orb
This smooth, solid, 5-pound crystal sphere swirling with light and dark, was given to Alecor Thrush by his patron. It is sentient, shares Alecor's alignment, and has the personality of a bro. It has INT 18, WIS 8, CHA 14. It speaks, reads, and understands four languages, and can see and hear normally out to a range of 60 feet. Unlike most sentient items, the orb has no will of its own and can't initiate a conflict with Alecor.
Rather than being held in the hand like other arcane foci, this orb spins around Alecor and never leaves his side.
While the bro orb is in orbit, Alecor gains a +2 bonus to spell attack rolls and to the saving throw DCs of his warlock spells. He also gains a +2 bonus to his AC as the orb deflects incoming attacks.
The bro orb can cast Speak With Dead at will, and faithfully carries out such conversations for its master, Alecor.
If the orb is in orbit when Alecor takes necrotic or radiant damage, he (Alecor) can use his reaction to reduce the damage by 1d4 (to a minimum of 0).
In addition, Alecor can regain one warlock spell slot as an action while the orb is in orbit. Alecor can't use this property again until he finishes a long rest.

The trident has a chain attached to its handle. Using a bonus action, you can use the chain to retrieve the weapon after it's been thrown.
You can use your action to try to harpoon and pull a creature toward you. If your target is a creature that is no more than one size larger than you, you can make a ranged weapon attack against it using the trident. If you hit, you can attempt to pull the impaled creature toward you by making a Strength (Athletics) check contested by the target's Strength (Athletics) check. If you succeed, you can pull the creature up to 20 feet toward you.
This trident is imbued with the power of the tempest. You can use this as your holy symbol. When you hit with a ranged attack using this weapon, it deals an additional 1d8 lightning damage.
In addition you can use the trident as a conduit for the tempest's ferocious power. Immediately after hitting a creature with the trident, you can call down a bolt of lightning upon it, forcing it and all creatures within 5 feet to make a DC14 Dexterity saving throw. On a failed save, creatures take 8d6 lightning damage, or half as much on a success. Creatures have disadvantage on the saving throw if they are in water or wearing metal armor. You are immune to the lightning damage caused by this effect.
The trident's property can't be used again until the next dawn. In the meantime, the trident can still be used as a magic weapon.

The necklace has one each of the following beads. To use one of the beads, you must be wearing the necklace. Each bead contains a spell that you can cast from it as a bonus action (using your spell save DC if a save is necessary). Once a magic bead's spell is cast, that bead can't be used again until the next dawn.

The necklace also has two other special beads. Using of of these beads destroys the bead.

Hey all!
He wears a set of scale mail, but each scale is worked intricately to mimic fish scales along with a helm that is a kind of bug-eyed fish head. He only ever really dons the helmet when he needs to fight in a known fight. Even stalking around deck, however, his shield and trident are never far from hand.
Attitude-wise, he's jovial and light-hearted outside of a fight. When it comes to a scrap, he is a terror. He tends to fuse might and magic into a fluid dance of death, using trident and ranged magic to strike those that run. He refuses to allow people to run away from a fight once they've engaged him, but he doesn't follow the rule for himself. That isn't to say that he won't listen to reason if the person wants to switch to resolving with words, but it is not an easy shift and may not happen, depending on the fight.
He drinks sometimes, gambles sometimes. However, neither of those interferes with his navigation duties. It's the one time lightheartedness fades away: when he's actively navigating.
Goal-wise, he isn't looking to depart the crew once they reach the kingdom, but he is excited/happy/looking with some trepidation on returning home. There are some bad feelings with family, given his choice to abandon the kingdom for surface life as his faith dictated, but he's confident he can make them see the good he's done.
Don't feel like you need to fill any gaps in the lineup. The roster is constantly changing as players' availability shifts with the tide *sigh*
Make your character 9th level. 4d6, drop lowest, assign as you wish. Acceptable materials: all WotC content, including UA. No homebrews. Wealth: 500gp + 1d10*25gp.
Think about a magic item (up to rare) that you want. I will probably give you something else, but will use your choice as inspiration.
