Nah, don't worry about PMing me your rolls or moving credit rating to your skills section as long as it's coming out of your point pool. Assuming your credit rating selected is "Living Standard or Money 60"?
Regarding a useful skill level, that's difficult to say. The points given to a skill represent a percent likelihood of success under normal circumstances, so a score of
25 would indicate a 25% chance of success, again, assuming normal circumstances. If success in 1 out of 4 times is useful is up to you, really. Though, in the case of languages, it's typically not an all or nothing type of thing. For example, if you encounter a text in, say, Mandarin, and you have a 40 skill in Mandarin, I may determine:
1) there are 3 key points to comprehend
2) 2 of the 3 points are easy and (house rule) will add 50% to your chances (i.e. 40%*[1+50%]=60% chance), and
3) 1 of the points is hard and (standard rule) will subtract 50% from your skills (i.e. 40%*50%=20% chance)
What this means is that the chances you understand at least a part of the document is 87% (don't ask me to show my work on this :))
The other thing to consider is that your age determines your education level.
(As an aside, I can't seem to find your age on your character sheet anywhere; this will need to be included or let me know if I'm missing it somewhere.) nevermind, I see it in the comments. So, if you really want to know several languages, consider making your character older and making the necessary adjustments to stats.
Finally, yeah, go ahead and add the base to your allocated points; no idea why the character sheet doesn't do this automatically.
