Arthur already has his plot in mind and not planning on discussing it with anyone. So, he's going to continue reading til someone brings up an idea of what they want to do in case we don't pass this exam.

I love how headstrong Arthur is about just reading the bare minimum to pass so that we can get on with being vigilantes, it's very true to a teenage attitude. ;)

The test isn't really a reading test that we have to pass in order to go outside, it's a trap to make us think about how we can be sure that we're using our powers ethically and responsibly.

Ethically is just a fancy word for semantics. lol.

The staff knows about Arthur's criminal background. They already had the idea he would blur lines of right/wrong. He's somewhat responsible with his powers, but ethics is a big gray area to him.
