The hammer on the tail thing won't work. But the dragon doesn't need it, either. Plenty of mega damage potential without decorating.

P.S. The impact hammers and mauls were one of the things Savage Worlds added to Rifts I loved heh heh. Makes sense with Castle Refuge having so many Dwarves.

Anybody with the requisite strength (d10, IIRC) could wield the hammer. As to the tail, it lacks any kind of control or leverage. It would just weigh it down and wouldn't hit harder than the tail itself.
I could be convinced otherwise with a clever diagram or colorful appeal to my love for visual effects.
