This sounds like a lot of fun, especially if you get to make up your own riddles (though personally I don't think I could manage it).
Can a friendly creature choose to fail its save for the Rule of Three feature?

RAW I don't think anyone is allowed to choose to fail a save unless a specific effect says so, and that's taken into account with the design of Rule of Three.
As for the riddles, I would certainly encourage people to make up their own riddles, and maybe give the inspiration for it. But we wanted to leave that out of the mechanics because dang that would be hard to do! Especially on the fly. We wouldn't want to slow down combat because the warlock is trying to think of a riddle or someone else to think of a clever answer. Groups who want to get into that, go for it! But we wanted to keep the design on the simple side.
