They are about 100 feet away, and it looks like there's around five bodies on each side. There could be more in some of the makeshift houses on build around the rocks.

Qiora folds her arms across her chest in thought. "I'm usually one to try and avoid violence," she says. "I suggest we try to talk to them, but I would love a plan for if that fails and we must defend ourselves."

Your bridge is about 15ft wide, and the two flanking bridges are 40ft wide (with all the extra construction). The distance between each bridge is about 10ft at the closest point.

Unless someone wants to stop him, Rhograx walks right up in between the two sides and says, "Well met chaps, out for a stroll I am. Looking to head up the way yonder. I'm a bit tired and hungry. Care to share some food, or shall I just be on my way?"

Qiora mutters, "I was waiting for him to tell us his idea." She settles back to watch Rhograx work.

As Rhograx makes his way down the bridge, he discovers that the inhabitants are actually kobolds. A lot of them. Strangely enough, one side wears primarily orange clothing, while the other wears blue. Rhograx's arrival causes much chatter, and anyone listening can tell that they all speak in Draconic.

From the blue side there comes a shout "TOLL, PAY THE TOLL!".

And from the orange side "NO, PAY OUR TOLL! GIVE IT TO US!".

Both sides appear armed with cannons, boats, and grappling hooks.

Note: if you don't know Draconic, then it just seems like a bunch of angry kobolds yell about something. It's safe to assume they want a toll though, since that's what the half-orcs told you.

Speaking his native tongue draconic, "Here, here good chaps, now how can I pay a toll to both of you? It's not possible, the toll can only go to one side as one cannot cut a toll in half, hat would just be crazy! Now, who would be the stronger of your two groups? That would be the ones that should get the toll if I am not mistaken." Rhograx looks from leader to leader on both sides.

The kobolds listen intently, Since Rhograx is the largest lizard-person they've ever seen. Both sides were already fighting before, but his words have incited them even further. Cannons are lined up on either side, grappling hooks are thrown, and small boats are readied. These bridges are about to become a warzone, and the party is right in the middle of it all.
OOC:
If you attempt to make a mad dash across the bridge, I'll roll a dice to determine what will happen. The fighting will soon reach you regardless, but you have time to plan something. Rhograx gets one off the bat, since he's standing in the middle of it all.

Tadaa, a table!
1. Flying cannon balls bombard your location, make a DEX save.
2. A kobold mistakes you for an enemy.
3. You're suddenly snared by a boat's lasso, make a STR save.
4. A loose piece of cargo lands in front of you. It's a medium sized mystery box.
5. A volley of arrows rains down upon you.
6. You find yourself in a good spot to make a sneak attack, which side do you support?
7. A boarding plank lands near you, but there's no one on it. Do you board one of the other bridges?
8. A captain starts a duel with you!

"Uh... did he just incite a riot?" asks Qiora, now fully attentive to the activity going on around them. "Let's get out of here!" She looks behind them to see if there's any cover available amongst the rocks.

"Eek!" shrieks Qiora in surprise, still attached to Valrakas by rope. She pumps her legs to keep up with the minotaur.
