Mal pulls out the cloak; it looks interesting, like it is made from the hide of a displacer beast, but is emblazoned with a blue symbol of Eldath (a rushing waterfall), and as he puts it on, it seems as if the water in the waterfall descends (like watching a GIF).
As he moves, he seems to shimmer, as if he is and is-not in that space. He says to himself,
"My, this will come in handy!"
As he assesses the utility of this cloak, he remembers something:

As a stripling, the hag Balgeira brings him into her hut, and she says, "Mal, great job finding that displacer beast, and you were right to destroy it; displacers are not a creature from this plane, and should be either sent back to their home, or sent back to their maker. You did the latter.
That being said, the material here is useful. Here, let me see it."
She takes the hide of the beast, places a book over it in mid-air, and it seems to flatten the dead cat-like creature. She then looks up to the sun, plucks a ray of sunshine out of thin air, and slides pinched fingers down the end of the sunny string she has created, and starts to stitch something onto the back of the hide. When she finishes, she flits her tongue at it, and the image of water starts to move on its back, and seems to take life.
She then says, "Serving Eldath is my duty, my penance for ancient crimes. But you, my son, I am proud of you, as you have chosen this honorable calling for yourself."
She takes the newly-created cloak, drapes it over Mal's shoulders, and then she hugs him.
